Westbrook Approves Expansion of Millbrook Estates Affordable Housing with New TIF Districts

The Westbrook City Council considered an amendment to the existing Millbrook Estates Affordable Housing Development District (TIF district) and the designation of a new affordable housing TIF district, Millbrook Estates III. The amendment aims to allow for the construction of two new three-story buildings, each with 36 one-bedroom apartments, on a portion of the existing property. The project, spearheaded by Westbrook Housing Authority's development arm, Westbrook Development Corporation, is intended to address the critical housing affordability crisis in Maine, particularly for seniors and low-to-moderate income residents. The current median home price in Westbrook is $458,000, while the median household income is $85,000, creating a significant affordability gap. The project will utilize Maine Housing funding sources, with units restricted to individuals earning up to 50% and 60% of the area median income. Public comment raised concerns about potential impacts on neighborhood character, the original agreements regarding development limits, and the use of TIF districts versus regular development. Mayor Morse and staff explained that the TIF is necessary for securing low-income tax credits, essential for building new subsidized housing, and that the affordable housing TIF differs from municipal TIFs. The amendment and designation were approved by the council, with a public hearing scheduled for July 6th, 2026.
