Multiple Development Projects Under Review, Including Townhomes, Sports Fields, and Data Center Ordinance

Several development projects are under review or scheduled for upcoming meetings. Lubin Studios is seeking variances and has their third meeting with the zoning hearing board on June 17th. The Potts Avenue and West Main Street townhouse project is scheduled for a June 17th meeting regarding facade and sidewalk updates. The Port Indian townhomes at 2441 Boulevard of the Generals, consisting of 85 townhomes, also have a staff meeting on June 17th. A new proposal is for a phased development of six soccer fields at Westover Country Club, which previously received preliminary land development approval in 2016 but did not proceed to final approval. A key concern is that the phasing was never considered, and the project will need to comply with current stormwater ordinances and may face cost challenges regarding off-site traffic improvements, parking, and sewer requirements. The data center ordinance is scheduled for Planning Commission review on June 15th, with a potential motion to advertise in July and adopt in August. The non-solicitation and registry ordinance review is ongoing, comparing with updated ordinances from East Star and Township to address legal challenges.

Board Considers Supporting Bill to Increase Local Services Tax Cap

The Board is considering a motion to support House Bill 2488, which proposes increasing the local services tax (LST) cap from $52 to $156. This increase would provide municipalities with the option to adjust the tax based on their fiscal needs. The bill also includes an exemption for individuals earning less than $15,600. Representatives Smith Wade L and Quick Flick have introduced the bill in the House, and support is being sought from municipalities. The LST was originally intended to fund police, fire, and EMS services, and has remained flat for about 20 years despite inflation and increased costs. The current tax is paid by employees working in the township. The board expressed willingness to support the bill to gain flexibility, noting that supporting the bill does not obligate them to increase the tax but preserves the option for future consideration. The current LST in West Northern Township is $52, and the proposed legislation would allow an increase up to a maximum of $156.

Township General Fund Shows Strong Surplus Despite Upcoming Expenditures

The Board of Commissioners reviewed the financial reports for May and the year-to-date performance. Revenues for May were $1,051,689 with expenses of $698,000, resulting in a monthly surplus of $353,689. Year-to-date, revenues were $7,488,080 (60.7% of budget) and expenses were $3,812,355 (31.2% of budget), leading to a year-to-date surplus of $3,675,724. Tax collections are at 92% year-to-date, with approximately $340,000 outstanding. The financial position is significantly better than projected, with a year-to-date surplus of $3.68 million compared to $2.69 million last year. However, several large annual expenditures, including MMOs for police and non-uniform personnel ($1.7 million and $485,000 respectively), principal payments on borrowings ($212,000), capital reserve transfers ($629,000), and insurance premiums ($120,000), have not yet occurred. Risks include high police overtime costs and vacation buybacks, with current overtime trending 5% over budget and vacation sellbacks at 62% of the budgeted amount. SRO revenue has not been realized but is expected in August. Negotiations with the school district are underway to change the SRO funding mechanism from a 70-30 split to a 90-10 split. Despite these risks, the general fund is performing well due to strong tax collections and permit activity, with potential to reduce reliance on budget fund transfers.

Golf Club Food & Beverage Sales Reach Record Highs, Special Events Planned

Justin provided an update on the food and beverage sales at the golf club, reporting record-breaking performance. Total food sales in May 2026 were $157,278.67, an increase of over $50,000 from May 2025 ($106,865.47). Beverage sales in May 2026 were $90,254.02, up nearly $10,000 from May 2025 ($80,453). Year-to-date food and beverage sales (January 1st to June 9th) reached $832,735.37, which is $122,852 more than the same period in 2025. Every month in 2026 has shown improvement over the previous year. The club is celebrating its two-year anniversary on Friday with live music, special food, and drinks. A folk festival with three bands is planned for the pavilion on July 24th, and an Oktoberfest celebration is being planned for the third weekend in September, potentially as a ticketed event with a polka band. June sales through June 9th are also up significantly compared to the same period last year.

Data Center Ordinance Discussion, Community Safety Concerns, and Community Events Highlighted

The Planning Commission will meet on June 15th to discuss the data center ordinance. Efforts are being made to ensure compliance with legal expectations, protect residents, and avoid an outright ban. The board is taking time to ensure the ordinance is 'right'. Commissioner Miller represented the township at a prayer vigil on Sunday addressing unfortunate events involving the deaths of children in the district, discussing solutions for child suicide and gun violence. This is a topic of conversation among the three municipalities. The dog park is open, with applications available online or at the building; membership costs $25 annually for residents and $50 for non-residents, requiring proof of shots. Emails regarding the Lubin Studios project are still being received and appreciated for resident engagement. The Silver Circle picnic will be held indoors on June 17th. The recent pride flag raising event was a success, with significant participation from Public Works and the HRC, featuring a 200-foot flag unfurling and a community gathering.
