Leo Diaz and Amanda Feiner spoke about an incident at the Merrill Center, a crisis stabilization unit, where Feiner was allegedly denied her right to have an advocate (Diaz) present during her medical assessment. They reported being "gaslit" by a clinician who initially denied their request, obfuscated her identity, and provided a blank card. Another staff member, Alexis, eventually facilitated their request, allowing Diaz to be present during the intake and doctor's appointment. Feiner stated the experience caused her to miss work.

City Hall Closed Due to Flooding; Public Services Continue Remotely
City Manager Mike Blay informed the council and public about flooding at City Hall due to aging infrastructure. While the building is closed, staff will continue to provide services remotely via phone and email, and plans can still be submitted through the online portal. Utility bill payments can be made online or via the app.

City Manager's Salary Increased by 3% COLA, Aligns with Other Staff Adjustments
The City Council approved the Sixth Amendment to the City Manager Employment Agreement, which includes a 3% cost of living adjustment (COLA) to the City Manager's base salary. This adjustment is consistent with COLAs approved for other city staff, increasing the City Manager's salary by $8,792. No other changes were made to the contract.
