Northwoods Assessment District Fee Confirmed; Maintenance Scope Reduced as District Sunsets
The city council adopted Resolution 2026, confirming the diagram and assessment for fiscal year 2026-27 for the Northwoods Open Space Maintenance District (Annexation 3, Tract 32841). The assessment rate remains unchanged at $898.42 annually, but due to the district sunsetting on January 1st, 2027, homeowners will be assessed a half-year amount of $449.21 for July 1st to December 31st, 2026. This follows a resident rejection in 2023 of an assessment increase, leading to a reduced scope of maintenance including elimination of tree trimming and reduced irrigation. Residents have been notified that the city will cease maintenance responsibilities after January 1st, 2027.
City Adjusts Fee Schedule to Reflect Rising Costs and Ensure Cost Recovery
The city is proposing to update its citywide schedule of fees and charges, which includes adjustments across three categories: business community, residents, and developers/utility companies/commercial property owners. Proposed increases aim to recover city costs and keep pace with inflation (CPI of 3.4% for business licenses). Business-related fees (licenses, sign permits, vendor permits, film permits) are adjusted. Resident-impacting fees include modest increases for facility rentals (community building, senior center meeting spaces, recreation center running rooms) and a parking citation appeal fee increase. Residential development fees are also proposed to better reflect staff time. Developer/commercial fees include adjustments for variance applications, historic reviews, and other entitlement reviews to move closer to cost recovery, reducing reliance on general fund subsidies. The city acknowledges the financial strain on residents and businesses but emphasizes the necessity of these adjustments to maintain service levels and avoid future deficits. A specific fee for 'investigation research' at $45.61 per minute was initially proposed but, after council discussion regarding its potential burden on individual residents, was removed from the proposal.

Boulevard Assessment District Proposes Minor Fee Increase for Landscape Maintenance
The city is proposing to adopt Resolution 2026-32, confirming the diagram and assessment for fiscal year 2026-27 for the Boulevard Assessment District (Tract 32818). This district, established in 1977, funds the maintenance of the boulevard landscape. An annual Consumer Price Index (CPI) adjustment, not exceeding 7%, was approved by property owners in 2006. For fiscal year 2026-27, an increase of $18.68 per parcel is recommended, bringing the total assessment to $662.66 per parcel. This reflects a 2.9% CPI increase and is projected to result in an annual revenue increase of $354.92, with an ending fund balance of $156.04. Option 2, maintaining the current assessment without an increase, would result in a projected negative fund balance of $198.88.
