City Enhances Traffic Signal Resilience for Public Safety Power Shutoffs
The commission received an informational report on the city's preparations for Public Safety Power Shutoffs (PSPS) to maintain traffic signal functionality during extended power outages. Preparations include equipping all 136 city traffic signals with battery backups (6-12 hours), installing retroreflective tape on signal backplates for nighttime visibility, and acquiring 36 generators with cages and plugs for deployment at critical intersections. Temporary stop signs are available for lower-volume locations if outages exceed generator capacity. Indicator lights on signal cabinets will now alert staff to power outages without needing to open the cabinets. The city has updated its blackout policy to ensure signals are set to flashing mode if power is restored, preventing conflicting signals with temporary stop signs. Discussions included the role of law enforcement, the use of generators versus electric alternatives, and fire safety measures for generator storage sheds. Generators are prioritized for busiest intersections and evacuation routes, with procedures in place to manage deployments based on circuit affected and traffic volume.
Gainesboro Road Bike Lane Improvements to Enhance Safety and Continuity
The commission reviewed proposed striping changes for a westbound bike lane on Gainesboro Road between Camino Manzanis and Greenfield Street. The changes aim to improve bike lane continuity, particularly for school zone accessibility and safe transitions near intersections, aligning with current engineering standards and the city's active transportation plan. Staff presented the proposal, noting it involves minor striping adjustments within existing roadway width and is not expected to adversely affect traffic operations. Public comment from a resident raised concerns about overall safety for students, pedestrians, and cyclists, suggesting more comprehensive solutions like widening sidewalks or creating dedicated bike paths. Staff responded by clarifying the proposal focuses on compliance with standards and providing a defined bike lane up to the intersection, while broader safety concerns might be addressed in the future. The proposal also includes a temporary no-parking zone on the north side of the street near the school. The principal of Redwood Middle School supports the no-parking idea. The commission discussed the scope of the project, noting it primarily addresses bicycle traffic approaching the intersection rather than all student safety concerns. The city intends to implement the striping modifications during the summer before the new school year.
