Camrio Moves to Strengthen Oversized Vehicle Parking Restrictions Citywide
The city council considered an ordinance to amend municipal code section 11.20.220 regarding oversized vehicle parking restrictions. The amendment aims to address public health and safety concerns arising from the on-street parking of large trucks and recreational vehicles, which reduce visibility, degrade appearance, and can pose health risks. The proposed ordinance extends restrictions to all hours and city streets, standardizes regulations for recreational vehicles and oversized vehicles, updates definitions to align with state law, streamlines permit administration, strengthens program integrity, and increases fines from $35 to $100. Enforcement will be proactive through Project Hope and reactive to citizen complaints or observed hazards. The council discussed potential impacts on homeless populations and the role of Project Hope.
City Manager Greg Ramirez Receives 7% Salary Increase Amidst Council Support
The city council considered and approved a 7% salary increase for the City Manager, Mr. Greg Ramirez, effective July 1st. The new salary will be $349,196, an increase from $326,351. This increase aligns with the average salary increase for all city employees and places the City Manager's salary within the range for similar positions in Ventura County. The council cited Mr. Ramirez's leadership in maintaining strong financial positions, advancing infrastructure projects, expanding Project Hope, supporting economic development (including Costco), and strengthening public safety as justifications for the raise. Public comment from Spencer Richie opposed the increase, citing high salary, lawsuits, and Flock camera costs.
New Affordable Housing Project 'Arneal Road' to Break Ground Soon
As part of the Capital Improvement Program, the Arneal Road project will provide nine affordable housing units reserved for very low-income families. The project also includes 500 square feet of commercial/retail space. Groundbreaking is scheduled for the following Monday, with an expected completion in September 2027. The construction is estimated to take approximately 12 to 14 months.
Camrio City Council Adopts FY 2026-2027 Budget and Compensation Adjustments
The city council reviewed and adopted the proposed fiscal year 2026-2027 budget for the city and sanitary district. The budget was developed starting in December, with a workshop held on June 10th. The new fiscal year begins July 1st, 2026. The budget anticipates a slowing economy with inflation around 3.7% but expects new revenue streams to offset this. The total proposed budget is $167.5 million in expenditures and $159.2 million in revenues across all funds. The general fund has revenues of $59.5 million and expenditures of $62.2 million. The council also approved commitments for general fund balance totaling $95.3 million for specific purposes such as economic development, disaster recovery, and facility improvements. Water funds have proposed revenues of $27.4 million and expenditures of $27.1 million. Sanitary district funds have proposed revenues of $29 million. The Capital Improvement Program (CIP) budget for fiscal year 2026-2031 totals $438 million over six years. The annual GAN appropriations limit was calculated at $155.8 million, with appropriations subject to the limit at $66.3 million. The city also adopted a compensation program for employees, including a 4% cost of living adjustment effective July 1, 2026, and updated monthly base salaries for executive positions.
Camrio Council Approves Salary Increase Study and Declination Option for Members
The city council discussed and approved amendments related to council member compensation, including the addition of language allowing council members to decline salary increases and a commitment to peg future increases to the Consumer Price Index (CPI). The initial motion included language for members to decline salary increases, which was later moved to be a recital. The council motioned to approve a 3% salary increase for 2027 and to study CPI-based increases for future years, specifically for 2028. The city attorney clarified that increases must be approved prior to a municipal election and become effective at the start of a new term. The council also discussed a potential increase in the monthly vehicle allowance for council members.
