City Council Approves Budgets and Capital Improvement Program, Moves Towards Debt-Free Status

Notably, the city is on track to be debt-free with no pension obligations within weeks. The council approved various budget workshop recommendations, including a $25,000 contribution to the MSJC Endowment Fund, an additional $500,000 for playground updates at Ronald Reagan Sports Park, rehabilitation of the Margarita and Winchester roads intersection, and installation of wayfinding signs in Old Town. The debt service limitation for general fund obligations was reduced from 10% to 5% of general fund revenue.

Concerns were raised about prioritizing in-person attendees over remote participants for non-agenda items, and the city attorney will review this aspect with the city attorney.
