City Commission Supports Senior Food Program Grant Application
The City Commission approved a resolution expressing support for the Treasure Coast Food Bank's Senior Food and Resource Program, which is applying for a state grant. Popeye's Development Amendment Debated, Vote Continued
The commission is considering a major amendment to Phase 3B of the Windermir Point commercial planned unit development to allow for a Popeye's restaurant with dual drive-through lanes. The proposal reduces the total square footage from the original approval and adjusts traffic flow and signage. The commission debated operational hours, landscaping responsibilities, and the process for subleasing, ultimately voting to continue the second reading to August 24th, 2026, after a motion to approve failed.
Backyard Chicken Ordinance Discussion Continued
The commission is considering an ordinance amendment to allow backyard chickens in certain residential zoning districts (R1A, R1, R2, urban neighborhood, and single-family detached in East Stewart) for occupied detached single-family and duplex properties. The proposed ordinance permits up to four chickens per property, subject to specific conditions, including prohibiting them on parcels adjacent to shorelines of specific water bodies to mitigate runoff concerns. The ordinance passed its first reading with a 3-1 vote. Following extensive public comment and board discussion on setbacks, water body proximity, potential fees, and urban center applicability, the commission voted unanimously to continue the second reading to September 14th, 2026, to allow for further review and potential amendments.
City Approves Lease Agreement for Project Lift Facility
The City Commission approved a lease agreement with Project Lift, Inc. for the operation of the Project Lift facility. The facility was acquired and constructed using CDBG COVID grant funding. Project Lift will manage the facility, providing workforce development and entrepreneurship programs. The lease is for an initial 20-year term with annual rent of $1, with three subsequent 10-year renewals possible. Key discussions included the lease term, operational responsibilities, CDBG grant requirements (including job creation targets), subleasing provisions, and the facility's design and landscaping. An amendment was added requiring any subleasing or assignment to be approved by the City Commission.
