Planning Board Continues Hearings for Casey Road Residential Developments Pending Conservation Review
The Planning Board continued public hearings for two applications by Land Planning Inc. (applicant) for Bedrosian Realty Trust (owner) at William Casey Road (assess map R01-18-01 and R01-18-02). The applications seek stormwater permits and scenic road permits for the construction of new single-family homes. Both properties are in the rural residential zoning district and involve work within the 100-foot wetland buffer zone. The Conservation Commission has requested peer review for wetland delineation, and the Board decided to continue the hearings pending the outcome of this review and input from the DEP regarding potential endangered plants (swamp bog birch). Concerns were raised about access to the well location on steep slopes and potential impacts to a vernal pool and wildlife. For lot two, specific concerns were raised about drainage from the steep driveway slope.
Planning Board Approves Stormwater and Special Permits for 26 Kingsbury Road Development
The Planning Board considered a request for a stormwater permit and a special permit for a common driveway easement to service three lots at 26 Kingsbury Road. The applicant, John Mulhaney (Mahaney Realty Trust), sought these permits under the Spencer Stormwater Management bylaw and the Spencer zoning bylaw for property located in the rural residential zoning district. The board reviewed the easement plan and discussed minor revisions to the operations and maintenance plan for the stormwater report, including snow dumping restrictions and meeting stormwater bylaw requirements. Waivers were approved for the driveway angle (60 degrees instead of 90 degrees) and the distance between passing turnouts (400 feet instead of 300 feet). The public hearing was closed, and the special permit and stormwater permit were approved. The permit is valid for 24 months from issuance.
Resident Raises Concerns Over Monitoring of Commercial Solar Facilities
During the citizens' input portion of the meeting, a resident raised concerns regarding the monitoring and adherence to permit conditions for large-scale commercial solar facilities in town, specifically citing the North Brookfield Road facility. The resident questioned whether facilities are monitored for agreed-upon terms, power output, panel inventory, and proper mowing heights. Concerns were also raised about dead plantings on the North Brookfield Road site, potential use of bond monies for corrections, and equipment replacements affecting town tax revenue. The town planner and board members acknowledged the concerns and committed to following up with the building department and potentially other officials to gather answers, noting that Jeff would be able to answer revenue-side questions.
