City Council Advances Plan to Relocate Flood-Damaged Ball Fields to Northern State Recreational Area

The council discussed the relocation of the city's riverfront ball fields due to significant flood damage from recent years. Two primary options were considered: swapping the ball fields with soccer fields at Winniehouser Park, or relocating them to Northern State Recreational Area (NSR) as part of their master plan. Option one, relocating to NSR, is preferred as it preserves acreage at Riverfront Park and aligns with the NSR master plan, which designates substantial open space. This option proposes four little league fields and two T-ball fields, along with expanded parking and storage facilities. Concerns were raised about potential impacts on existing trails, disc golf, caretaker facilities, and bird nesting sites (American Bittern) at NSR, as well as the cost and the county's willingness to partner. Option two at NSR was deemed less favorable due to greater disruption and cost. The council voted 5-1 to direct city staff to engage Scadget County in developing an interlocal agreement for the NSR project, favoring option one.

The award acknowledges the city's display of the flag at various locations, including Union Cemetery, the wastewater treatment plant, the city gateway, Riverfront Park, and Memorial Park. Assistant Fire Chief Jerry Gardner was acknowledged for the fire department's role in maintaining the flag. Council members expressed appreciation for the recognition and the emphasis on patriotism.

City Council Approves Second Budget Amendment, Increasing Funding for Senior Services

The city council approved the second budget amendment for the 2026 biennial budget, with a net increase to senior services expenditures. The total expected expenditures for senior centers this year are $71,500, an increase from the originally budgeted $26,000. This increase is offset by revenues, including an interlocal agreement with the county for senior services, amounting to $36,564. The budget also includes a 5% promotional increase for an assistant planner to an associate planner, consistent with the collective bargaining agreement, and adds vehicle purchases for administration, police, and fire departments. A $25,000 allocation for the design of a generator for City Hall was also included, with an estimated total cost of $225,000-$250,000 for the generator itself. The general fund expenditures are projected to exceed revenues by approximately $8,000, but this is covered by sufficient cash reserves, estimated at $6 million.

City Council Approves Updates to Addressing and Street Naming Standards

The city council approved Ordinance 2118-26, which amends Title 15 and Chapters 12.32 and 17.10 of the Cedar Woolly Municipal Code to update addressing and street naming standards. This ordinance codifies existing processes and makes minor edits to the address grid to ensure compliance with state law, particularly for future annexations. It also introduces new language for street naming updates, granting the fire department and Scadget County 911 center more authority in changing addresses to improve public safety and response times. The ordinance also updates the master fee schedule related to planning, engineering, and fire department reviews, as well as costs for replacing street signage. The amendment ensures consistency with state regulations and clarifies procedures for addressing and street naming.
