Redwood City Adopts Water Management Plans, Confirms Supply Sufficiency but Highlights Potential Bay Delta Impacts

The Redwood City Council adopted the 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP), confirming the city's water supply is sufficient through 2050 under normal conditions and without Bay Delta Plan implementation. The UWMP, required every five years, details water service areas, historic supply and demand, projections through 2050, and conservation efforts. Redwood City relies entirely on the San Francisco Public Utilities Commission (SFPUC) for potable water and utilizes recycled water from Silicon Valley Clean Water. Demand has declined despite population increases due to conservation efforts. However, the potential implementation of the Bay Delta Plan could lead to significant rationing (31-48% for Redwood City in dry years). The WSCP outlines six stages to reduce demand during shortages, focusing on outdoor use and a water allocation program based on needs rather than historical use. Council members expressed concerns about the disproportionate water usage by large-scale agriculture in California and advocated for more equitable water policies. Youth Leadership Institute's Voice Program Empowers Redwood City Youth in Civic Engagement

The Youth Leadership Institute (YLI) presented an update on its Voice Program, which empowers young people in Redwood City to engage with local government and advocate for community change. Over three years, the program has focused on civic engagement, leadership development, and utilizing arts as an expression of lived experiences. Key priorities identified by youth include housing justice, youth employment, and accessible youth services. The program has facilitated youth-led panels, showcases, and participation in mock city council sessions. Data from the pilot program indicates increased youth confidence, networking with local boards, and a desire to sit on committees. The program plans to continue its work, focusing on building youth power, fostering equitable youth-adult partnerships, and increasing youth civic engagement through ongoing programming, summer fellowships, and continued work with the San Mateo County Youth Commission. Redwood City Council Unanimously Approves Funding for Dignity on Wheels Program

During the consent calendar discussion, Councilmember Howard raised concerns about potential misinformation regarding the Dignity on Wheels program, a mobile service providing showers and laundry for unhoused individuals. Assistant City Manager Derek Wolfgram explained that the program, funded by the city at two locations (Fair Oaks Community Center and downtown library) and by the county at a third (Brewster location), served 211 visits from 88 unique individuals in a recent month. These services help unhoused individuals maintain dignity and provide opportunities for outreach workers to connect them with housing and mental health services. The program originated from the People's Budget initiative and has been funded annually, with plans to seek a longer-term contract. Councilmember Sturkin echoed the value of this essential service, particularly for unhoused residents in his neighborhood. The council voted unanimously to approve the item. Redwood City Council Approves 2025 Urban Water Management and Contingency Plans

The City Council held a public hearing and approved the 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP). The UWMP confirms sufficient water supply through 2050 under normal conditions, relying on SFPUC for potable water and recycled water. However, potential implementation of the Bay Delta Plan could lead to significant rationing (31-48%). The WSCP outlines demand reduction strategies through six stages, focusing on outdoor use and a needs-based allocation program. Council members discussed concerns about agricultural water use in California, advocating for more equitable water policies and higher conservation standards for agribusiness. They also acknowledged the city's low water loss rate (4%) and praised staff's efforts in conservation and maintaining infrastructure.
