Proposed Zoning Amendments Aim to Streamline Residential Reviews and Update Airport Safety Regulations
The City Council heard a presentation on proposed zoning text amendments to the Belmont Zoning Ordinance. These amendments aim to streamline the review process for single-family additions, align review processes for additions and planned developments with existing tiered systems, and update regulations for San Carlos airport safety zones to comply with state law. The proposed changes include increasing thresholds for administrative review of additions, standardizing review processes for planned developments, and updating airport safety zone disclosures. The council provided feedback and direction, with the proposed amendments set to move to the Planning Commission for further consideration. Key goals include improving operational efficiency, reducing costs and processing times for applicants, and ensuring compliance with state mandates.
Belmont Water Management Plan Highlights Supply Sufficiency, Notes Bay Delta Plan Uncertainty
Mid-Peninsula Water District presented its 2025 Urban Water Management Plan (UWMP). The plan details water supply availability and demand projections over a 20-25 year horizon. It was developed in collaboration with Hazen and Sawyer consulting firm and BOSCA. Demand projections incorporated local planning documents and data, including specific plans for the Harbor Industrial Area and Northeast Area. While supplies are projected to be sufficient under normal conditions and even dry year scenarios without implementation of the Bay Delta Plan amendment, significant shortfalls (30-50%) could occur under dry year scenarios if the 2018 Bay Delta Plan amendment is implemented. The plan explores a range of options and uncertainties related to this amendment, which is currently facing legal challenges and scientific reviews. The district emphasized that the plan is a conservative planning document, not a future forecast. The UWMP is scheduled for public hearing and adoption in July 2026.

The City Council presented a proclamation recognizing 'Parks Make Life Better Month.' The proclamation highlighted the importance of parks and recreation in promoting well-being and enhancing quality of life. Notably, Belmont and San Carlos recreation coordinators, Danielle Giuliachi and Emma Lico, received the 2026 National Recreation Park Association Innovation in Health and Well-Being Award for their Teen Wellness and Retreat program, which has served over 130 teens and their families since 2024. Giuliachi and Lico are slated to present their program at the NRPA annual conference.
SMCTA Launches Mini-Grants Program for 101 Corridor Mobility Improvements
The San Mateo County Transportation Authority (SMCTA) presented its 101 Corridor Connect Program, highlighting a new mini-grants program. The 101 Corridor Connect program aims to improve mobility along US Highway 101 by addressing congestion and creating safer, more connected, sustainable, and inclusive transportation options for all users. The program involved extensive community engagement through multimodal strategies and the 'Active 101' initiative focused on pedestrian, biking, and rolling access. SMCTA has allocated $4 million for priority projects identified through these efforts, with no local match required for grant applications. Funds can be used for corridor studies and conceptual design, with up to $750,000 per project or $1 million for multi-jurisdictional projects. Applications are due in July, with funding decisions in August.
City Council Approves Updates to Brown Act and Official Training Requirements
