Plasterville Wildfire Safety Day Draws 400 Attendees; Event Date to Shift for Better Participation
The council heard an update from the Plasterville Fire Safe Council on their fifth annual Wildfire Safety Day event held on May 2nd, 2026. Approximately 400 attendees participated. The event built 12 address signs, and the budget of $3,000 was underspent, with $2,040 utilized. The council thanked the Fire Safe Council members, Chief Cordero, Chief Gates, and the El Dorado County Fire District for their support. Plasterville Amends Multifamily Zoning to Increase Housing Density and Reduce Barriers
The city council considered zoning ordinance amendment 26-03, which revises multifamily residential zones (R2, R3, R4, R5) to establish minimum densities, reduce minimum parcel sizes, and amend conditional use provisions, in compliance with housing element program A5. This aims to increase housing production and align zoning with the housing element analysis. Minimum densities are set at 4 units/acre for R2, 8 for R3, and 12 for R4. Minimum parcel sizes are reduced to 5,000 sq ft for R3 and 4,500 sq ft for R4. The ordinance removes the conditional use permit for single-family dwellings in multifamily zones and revises professional office allowances. The Planning Commission recommended approval. Staff determined the ordinance is exempt from CEQA.
Council Members Share Updates on SECOG Meeting, Fair Preview, and Local Developments
Council Member Clarici reported on the SECOG board meeting, highlighting discussions on housing and the SECOG members' visit to apartments on Malard that are nearing occupancy. She also mentioned hosting the SECOG board meeting at Town Hall and thanking staff for their assistance. Council Member Carter attended the fair preview and met Senator Alexander Dwarte. Council Member Yarro and Vice Mayor No reported nothing to add.
Plasterville Adopts FY 2026-2027 Budget with $3.2 Million Surplus, Addresses Structural Deficit
The city council reviewed and adopted the proposed fiscal year 2026-2027 operating budget and capital improvement program budget. The total operating budget revenue is projected at $30 million, with expenditures at $26.8 million, leaving a balance of $3.2 million, primarily from Measure L funds dedicated to CIP projects. The general fund closed with a surplus of $156, the water enterprise fund with $32,000, and the sewer enterprise fund with an unspecified surplus. A strategy meeting is scheduled for August 12th to address the structural deficit.
Plasterville Seeks Federal Grant for Canal Street Roadway and Pedestrian Improvements
The council considered authorizing the City Engineer to submit a grant application to the Sacramento Area Council of Governments (SACOG) 2026 Federal Funding Cycle for the System Performance Program. The projects include the Canal Street phase 1 (Callic Road to Cougar Lane) and phase 2 (Cougar Lane to US Highway 50) improvements. This funding is for improving the transportation system's function, including roadway and safety improvements, and bicycle/pedestrian connections. The city plans to use Measure L funds as the local match. Draft applications are due July 17th, 2026.
