Tidewater Landing Phase 1B Infrastructure Update: Bridge, Riverwalk, and Stormwater Systems Progressing
The City Council reviewed an update on the Tidewater Landing Phase 1B public infrastructure project. Lance Hill from PAR Corporation, the city's owner's representative, provided an overview of the project, which includes public infrastructure and private development. Phase 1A (stadium and riverwalk) is complete. Phase 1B encompasses a pedestrian bridge crossing the river, a riverwalk on the east side, and a stormwater management system. Key sub-phases discussed include Riverwalk West (finalizing the riverwalk on the stadium side, nearing contract award), stairs from Town Landing to Division and Pleasant Street (out to bid, estimated cost $3-3.5 million, eligible for CDBG funds), and the pedestrian bridge (in design, tide arch system, 20 feet wide, steel construction, aims to maintain historic aesthetic of the Division Street bridge, estimated cost $15 million). The riverwalk on the east side and stormwater park are also part of Phase 1B, with an estimated $15 million cost. Funding has been secured through Rhode Island Infrastructure Bank loans (revolving bridge and road fund, resilient roadie) totaling $30 million, and a Safe Streets for All grant application is pending. Maintenance responsibilities will be shared between the private developer and the city's Public Works department.
Council Confirms Appointments to Parks and Planning Commissions
The City Council reviewed and confirmed the appointment of Joseph Nie to the Parks Commission. The vote was 8-0. They also confirmed the appointment of Fabiola Alapoku to the Planning Commission, with a term expiring in January 2028. This vote was also 8-0.
Finance Committee Recommends Approval for Tax Abatement of Over $43,000 for Q1 2026
The Finance Committee considered a resolution authorizing the abatement of taxes for motor vehicles, real estate, and tangible personal property for January, February, and March 2026, totaling $43,552.3. The director of finance clarified that approximately $38,000 of this amount was for real estate, with $36,170 being adjustments related to property taken over on Avenue. Another $21,000 was a settlement amount. The committee recommended the resolution for approval to the full City Council.
License Commissioners Approve Extended World Cup Hours with Specific Restrictions for One Establishment
The Board of License Commissioners discussed the expansion of temporary operating hours for several establishments for the 2026 FEA World Cup. After reviewing reports from the police department detailing incidents (or lack thereof) from previous extended hour events, the board made a motion to approve extended hours until 2:00 a.m. with a 1:45 a.m. last call for games starting at 11:00 p.m. on June 26th and July 2nd. However, due to a specific incident involving Mangoes Hookah Lounge (License #WC26-A), their request for extended hours on June 26th was denied, while their request for July 2nd was approved. The board emphasized that other businesses should not take advantage of the extended hours and that future violations could lead to stricter consequences. One council member expressed concern about businesses locking doors with people inside, citing it as a significant safety risk.
Fabiola Alapoku Appointed to Planning Commission
The committee reviewed the appointment of Fabiola Alapoku to the Planning Commission. Fabiola, originally from West Africa, grew up in Omaha, Nebraska, and moved to Rhode Island for her first planning job in Providence. She has previous planning experience in Providence and Cambridge, including work on development projects in Kendall Square. Currently, she works for the MBTA in Boston focusing on real estate development along transit infrastructure. She has owned a home in the city since 2019, has three children, and is motivated to give back to the community through her planning expertise. The council expressed strong confidence in her qualifications.
