Ordinance Review Report Accepted, Town Manager Performance Evaluated
The Town Council reviewed and accepted the report from the Ordinance Review Committee, which has completed a comprehensive review of the town's ordinances between August 2025 and May 14th. The committee focused on improving clarity, updating outdated provisions, aligning with current practices and state law, and strengthening enforcement. The recommendations will be referred to the Town Council Ordinance Review Subcommittee for further review. Separately, the council conducted its annual evaluation of the Town Manager, Brad, assigning scores across 11 categories, resulting in an overall average score of 3.91. A motion was made to recommend a merit increase of up to 2% for the Town Manager.
Former Converse Middle School Declared Surplus Property
The Town Council voted to rescind a previous vote from December 18th, 2025, and declare the property at 24 Converse Street (former Converse Middle School) as surplus and available for sale. This action sets the stage for potential future disposition of the property.
Appointments Made to Town Boards and Commissions
The Town Council approved appointments to various town boards and commissions. Michael Burns and an unnamed individual were appointed to the Board of Assessors. Peter Isaac and Nicholas Zeo were appointed to the Conservation Commission. Christine Reem and Judith Bishard were appointed to the Palmer Cultural Council. George Richardson and Michael Korzec were appointed to the Palmer Historical Commission. Amber Kupelianen was appointed to the Palmer Recreation Committee. The council also noted that some vacancies remain and will be re-advertised.
Town Council Approves FY27 Budgets and Multiple Fund Transfers
The Town Council approved several resolutions related to fiscal year 2027 budgets and fund transfers. This included establishing spending limits for revolving funds, approving the wastewater treatment plant operating budget, and adopting the general budget. Additionally, transfers were authorized for various stabilization funds, including Capital Stabilization, General Stabilization, DIF Stabilization, and a tree removal/trimming project fund. An OPEB contribution was also approved, with a portion designated as a one-time contribution. A new stabilization fund for District Improvement Financing (DIF) was established.
