Planning Board Debates and Revises Agricultural Use Zoning Bylaws
The Planning Board discussed proposed amendments to zoning bylaws concerning agricultural uses. The discussion focused on two main bylaws: 255-25 (agricultural uses accessory to residential) and the commercial agriculture bylaw. Key changes proposed included removing restrictions on greenhouse lighting times, clarifying definitions, regulating site plan reviews, modifying setbacks for poultry enclosures, and removing numerical limits on commercial poultry flocks. The board heard public comment, particularly regarding poultry enclosure setbacks, and decided to maintain the existing 10-foot setback from lot lines for residential accessory uses while keeping the 25-foot setback from habitable structures, after considerable debate. The proposed changes will proceed to a public hearing.
37 Lyman Street Special Permit Modification Required for New Garage Construction
The Planning Board discussed a modification request for a special permit at 37 Lyman Street to allow the construction of a two-car garage. The main point of contention was whether the proposed garage would violate the 50-foot open space buffer noted on previous permit plans, which staff indicated was elective and not a strict requirement. After extensive discussion, the board determined that a special permit modification would be necessary due to the addition of a new structure, even if the buffer was not a formal requirement, to ensure proper procedure and avoid setting a precedent. The applicants were advised to proceed with the modification process, which would involve a public hearing.
New Redevelopment Fund Launching July 1st; Board to Hold Virtual Summer Meetings
The Planning Board was updated on the upcoming launch of the Falls Redevelopment Fund, which will become available starting July 1st with $50,000 appropriated by town meeting. Guidelines have been written and reviewed, and outreach will commence. The board also discussed the meeting schedule, confirming the cancellation of the August 24th meeting and setting the August 10th meeting. Additionally, the board voted to hold July and August meetings virtually.
Anthony's Dance Club Special Permit Renewed for Three Years
The Planning Board reviewed and approved the renewal of a special permit for Anthony's Dance Club, an adult entertainment establishment, for a three-year period. The renewal was granted after staff confirmed compliance with all previously imposed conditions, including security measures such as camera installation and functionality, as well as business certification. Minor issues regarding the submission of a 'form of list' to the assessor's office were noted but addressed by the applicant's commitment to immediate compliance. All relevant town departments reported no complaints or issues.
