Oldsmar Council Reviews Development Agreement Terms for Downtown Mixed-Use Project

The City Council considered the essential terms of a proposed development agreement between Stanberry Development Group LLC and the City of Oldsmar for approximately 8 acres of city-owned property. The city council selected Stanberry Development Group as the preferred developer in August 2024 and has since reviewed and approved revised concept plans in November 2024 and May 2026. The proposed agreement includes terms such as completion and maintenance security, tenant mix requirements (at least 30% food retailers during initial lease-up), liquidated damages for project delays, and requirements for certificates of occupancy. The purchase price is $2 million. Following council approval of these essential terms, the city manager is directed to host three public open houses in July 2026 to present the concept plan and essential terms to the public. Staff will compile public comments for council review before directing the city attorney to draft a formal development agreement. The proposed essential terms also outline specific design exceptions for setbacks and parking, as well as prohibited medical and other uses.

Oldsmar Council Considers Rezoning Amendment to Allow Shopping Centers on Stephanie Drive Property

The City Council considered an amendment to a previously recorded restrictive covenant to allow for shopping center uses on a 3.5-acre property located on Stephanie Drive, zoned C2 Commercial General. The original restrictive covenant, recorded in 2001 during rezoning from office to commercial, prohibited shopping centers, limiting the site to a maximum of two tenants. The applicant seeks to develop a multi-tenant shopping center consistent with C2 zoning. The amendment would remove 'shopping centers' from the prohibited uses and add it to permitted uses. Staff found the request appropriate and compatible with the area, noting that multi-tenant plazas are generally comparable in intensity to two-tenant developments on similar sites. The proposed development would maintain the same building mass and intensity (0.45 Floor Area Ratio) whether as a one-story or two-story building. Future development will require adherence to site development plans, including landscaping, buffering, and concurrency management. The amendment is not considered a special privilege as it follows the city's review process. The applicant has conducted additional public outreach, with positive reception from neighbors except for one resident concerned about traffic, for which a study is pending. The proposed uses include a coffee shop and leasing of other units. The city attorney will draft an ordinance to amend the covenant, and definitions for 'drive-thru' and 'takeout' will be updated in the land development code.
