Resident Criticizes FLOCK Surveillance System, Citing Lack of Transparency and Consent
Corbin Ludline expressed disappointment with council members' comments regarding FLOCK (AI-powered license plate readers). He stated that concerns about FLOCK have been met with irrelevant comparisons to past crime rates or federal surveillance under the Patriot Act, suggesting it implies the city should also engage in mass surveillance. Ludline argued it's inconsistent to oppose FLOCK while requesting speed cameras or using Ring doorbells, differentiating speed cameras by their post-infraction focus versus FLOCK's dragnet surveillance. He highlighted that FLOCK stores data in a searchable database accessible to federal agencies and Texas sheriffs. Ludline noted that residents had FLOCK technology imposed without their knowledge or consent and that the police chief and former city manager were not forthcoming about its capabilities during contract discussions. He believes the discussion about using ALPRs for parking violations indicates revenue generation over public safety and expressed concern about being 'on the hook for $400,000' due to lack of transparency. Ludline suggested covering cameras with plastic bags as an interim measure and emphasized the need for informed consent regarding future technology acquisitions, requesting FLOCK data for analysis.
Resident Questions Planning Department, Demands Parking Study Presentation Amidst Development Boom
Kippie Boyle inquired about the status of the planning department and a parking study, noting their absence from recent agendas. She highlighted the urgency of the parking issue, particularly with the 'Two Washington Street development' and other multi-unit developments, stating it can no longer be 'kicked down the road'. Boyle questioned when the parking study report would be presented for public input and expressed concern about the 'Two Washington Street Development' potentially making nearly all of the waterfront private parking, despite promises of shared public access in evenings. She noted that traditionally, new units require two parking spaces and that the Zoning Board of Appeals spends significant time granting variances due to lack of space. Boyle concluded by suggesting a moratorium on further development until a parking situation and transportation plan are established.
