Town and Village to Seek $125,000 Grant for Stormwater Infrastructure Mapping

The town and village intend to submit a joint application for a Consolidated Funding Application (CFA) grant to fund a mandated GIS mapping of their stormwater infrastructure. Walden Environmental Engineering will be retained to prepare the application for the Municipal Separate Storm Sewer Systems (MS4) planning grant. The application package will include project descriptions, alignment with regional plans, details on affected water bodies and environmental justice areas, budget, timeline, and letters of support. The requested funding is $125,000, with a local match of 10%. The mapping will cover outfalls, storm sewer structures, conveyance systems, and post-construction stormwater management practices. The application is due by July 31st, and Walden's fee for preparation is $7,000. The grant is expected to help identify disadvantaged communities (DAC) and potentially improve stormwater infrastructure.

Village Employees Voice Concerns Over Consolidation's Impact on Job Security and Benefits

The town board discussed concerns from village employees regarding the consolidation plan and its impact on their jobs and contracts. Howard Ball, representing CSEA, raised concerns that the draft agreement does not guarantee the village employees' existing benefits and seniority, and suggested negotiating with the town's other bargaining unit to secure these protections. Scott Minkoff from the Benjamin Center clarified that New York State law mandates that village employees transfer to the town with their existing contracts in place during consolidation. However, the town's labor attorney indicated that the specific details of contract integration, particularly regarding seniority and benefits like retirement health insurance, require negotiation and agreement from the town's union. There was a discussion about the potential for village employees to change unions upon consolidation if the majority of the new, larger bargaining unit chooses to do so. Village employees expressed anxiety about job security and the potential loss of benefits, feeling uninformed about the process and its implications for their long-term careers. The town board members and consultants emphasized that the goal is to preserve existing conditions and take the best aspects from both village and town contracts, using school district consolidations as a model. However, village employees expressed a desire for more concrete assurances and clarity on how their seniority and benefits will be protected, with some indicating opposition to consolidation if their concerns are not adequately addressed.

Village Revives Effort to Establish Downtown Historic Preservation District

The village board is working on reintroducing a local law to establish a downtown historic preservation district. This initiative was previously developed in 2022 with the Historic Preservation Commission but stalled during the final notification steps, partly due to the COVID-19 pandemic and simultaneous focus on rent stabilization. The current effort aims to address community concerns about preserving the historic character of the downtown area. More detailed information, including the proposed law and process, will be presented at a future village-only meeting. The aim is to officially recognize and protect the historic 'vibes' of downtown.

Village and Town Commemorate Juneteenth and Designate June 2026 as Black Music Month

The village and town are commemorating June 19th as Juneteenth, a federal holiday marking the end of slavery in the United States. The resolution highlights the historical significance of Juneteenth, the contributions of Black ancestors to the region since 1827, and the ongoing work of the Margaret Wade Lewis Center to preserve Black history in the Hudson Valley. It reaffirms the commitment to celebrating Black joy, freedom, and the achievements of local Black leaders. The resolution also mentions the Juneteenth Jubilee event, which includes cultural activities and commemorations. Additionally, the village and town resolved to designate June 2026 as Black Music Month, honoring the contributions of Black musicians and creators, with a particular nod to the roots of Electronic Dance Music (EDM).
