Proposed Zoning Amendment to Allow Expansion of Non-Conforming Structures Without Variance

The council discussed a recommendation from the planning board to amend zoning ordinance section 30-28.83. The proposed change would allow for the expansion of pre-existing non-conforming structures without requiring a variance, provided the expansion does not alter the non-conforming condition. The applicant would need to demonstrate the legitimacy of the pre-existing condition to prevent exacerbating non-conformities. This aims to streamline the process for minor expansions of structures that already do not meet current setback requirements, such as a side setback that is 5 ft instead of the required 10 ft, as long as the expansion does not further reduce the setback.

Grant Funding Approved for Kennedy Field Tennis Court Upgrades; Borough Closure Announced

The administrator reported that the borough's application for a matching grant of $421,292 for the refurbishment and lighting upgrade of the Kennedy Field Tennis Courts was approved by the D. The borough is also awaiting a decision from Burlington County Open Space on a similar application for the same project. The open space trust fund will be utilized to offset the remaining match for this expensive project. The administrator also reminded the council that the borough would be closed on Friday, June 19th, in observance of Juneteenth, and the next mayor and council meeting is scheduled for Monday, June 29th.

Upcoming Community Events and Library Exhibit Announced

The council reviewed several upcoming community events. These include the America 250 decorating contest with prizes, the 'Names Not Numbers' event hosted by the Milford Public School District featuring interviews with Holocaust survivors, the New Milford Athletic Department's 30th annual golf outing, the Red, White, and Blue Barbecue sponsored by the VFW, and the annual National Night Out hosted by the Police Department, which will feature fireworks. Additionally, the Milford Public Library will host a 'Revolutionary Lives' travel exhibit on the impact of the Revolutionary War on New Jersey. The New Open Arts Committee also held a successful event at the YMCA featuring various performers, and they are planning their next event for late May or early June of the following year.

Council Approves Referendum to Increase Open Space Trust Fund Funding

The council discussed a proposal to increase the open space trust fund by a half cent, which would require a referendum on the November ballot. The open space trust fund, established in 2000 and renewed in 2012, currently dedicates half a cent per $100 of equalized property valuation for park and playground improvements, matching grants, and open space acquisition. The proposed increase would mean approximately $10 per $100,000 of assessed home value, or $60 for a $600,000 home, would go to the fund. This increase is suggested due to the rising costs of park maintenance, upkeep, and aging infrastructure like turf fields. The council needs to vote to draft a resolution to add the referendum, with a deadline for county clerk approval in early August. The council voted to draft this resolution.
