Municipality Secures Over $1.8 Million in Grants Since 2023

The municipality has secured significant grant funding, totaling over $1.8 million in received funds from 2023 to 2025, with an anticipated $815,000 for 2026. A grant writer, Bruno and Associates, was hired in January 2023. In 2023, 13 applications secured $178,795. In 2024, 16 applications secured $96,000 and 300 seedlings. In 2025, 22 applications secured $1.524 million. An additional 11 grants are in progress or pending, potentially adding $2.17 million. The grant writer is paid $115 per hour, with annual costs varying based on the number of applications submitted, estimated around $30,000 annually. This success is attributed to the grant writer's expertise and the administration's proactive approach in pursuing funding opportunities across various sectors including emergency services, environmental initiatives, and park projects.

Flood Mitigation Project for Pump Station Approved, Featuring Perimeter Flood Wall

The municipality is moving forward with flood mitigation for its pump station, selecting a perimeter flood wall as the preferred alternative. This project aims to prevent future incapacitations of the pump station during flood events, which have previously led to sewage backup into homes. The flood wall will be approximately 5-8 feet in height along River Road, with two flood barrier gates. The project also includes a stormwater detention basin and a standby generator. A hydraulic and hydrologic assessment confirmed the flood wall construction will not adversely affect flood elevations on the Ritan River. FEMA has approved the selected remedy. The project requires the removal of 59 trees, with a contribution to a tree replacement fund as compensation, as direct replacement is not always feasible due to new flow meter and bypass chambers. Construction is anticipated to begin in the second quarter of 2028 and last approximately three years. The total project cost is estimated between $50 and $60 million, with FEMA funding 90% of the flood mitigation portion and the New Jersey Infrastructure Bank covering the remaining 10%. Additional mechanical improvements to the pump station will also be funded by the New Jersey Infrastructure Bank.

Middle Sex Police Department Achieves State Accreditation, Officers Recognized for DWI Enforcement

The Middle Sex Police Department has achieved Law Enforcement Accreditation from the New Jersey State Association of Chiefs of Police Accreditation Board, a process that took years of hard work. This accreditation signifies a commitment to accountability, transparency, training, and professional service. A representative will formally present the certificate at the September 22nd, 2026 council meeting. Additionally, officers Anthony Paintshaw and Christian Doulan were recognized by Mothers Against Drunk Driving (MADD) for their DWI enforcement efforts. Officer Doulan also received recognition for his DWI enforcement. The department is also in the process of hiring two police officers, with one experienced candidate and one correctional police officer candidate undergoing background checks. The department is seeking authorization to hire experienced officers at a starting salary up to Class G level, subject to funding, to improve recruitment.

Audit Shows No Recommendations; Tax Increase Aligns with Inflation; Legal Fees and Hiring Costs Discussed

The mayor reported that the municipal audit had no recommendations, indicating sound financial management. He also highlighted that Middle Sex County was ranked sixth in New Jersey for projected home value growth in a New Jersey.com article, suggesting positive real estate trends. Regarding taxes, the mayor addressed a pundit's claim of a 29% tax increase, presenting data showing a 21.18% increase over six budget years (approx. 3.53% annually) from 2020 to 2026. He contrasted this with a state-mandated library amount increase of 41.90% during the same period. The overall tax increase is noted as being in line with the national inflation rate of 28.67% since 2020. The capital budget is under review and expected for approval by the July 14th council meeting. A Health Reimbursement Arrangement (HRA) for municipal employees became effective June 1st, 2026, and the municipality is exploring cost-effective alternatives to the state health benefits plan. Legal fees for the first two months of 2026 were $31,000, with an annual projection of $180,000. Total legal fees over the last three years exceed $500,000. The council is considering authorizing experienced police officers to be hired at a starting salary up to the Class G level, subject to funding, as payroll budget analysis confirmed sufficient funds are available.
