Board Approves OCSCS Local Control and Accountability Plan (LCAP)
The Board of Education reviewed and approved the Local Control and Accountability Plan (LCAP) for the Orange County School of Computer Science (OCSCS). Dr. Perez noted that the school plans for student achievement have been developed by principals and leadership teams, aligned with the final year of the current LCAP plan. Future LCAP development will adapt to the new strategic plan. The OCSCS plan is similar to the district's LCAP, incorporating adjustments and reflecting district-wide initiatives. The board approved the plan with a 5-0 vote. Trustee Anderson requested that for future LCAPs, a reader's digest version with goal progress data be included to show progression over time.
Board Approves Employee Agreements, New HR Leadership, and Training Contracts
The Board of Education approved several human resources and procurement items. The board unanimously approved tentative agreements and contracts with employee groups, including the Association of Placentia Educators (APPLE) for 2025-2026 and the Placentia Linda Unified Managers (PLUM) for 2025-2027. Changes to the classified salary schedule for the 2026-2027 school year were also approved. Additionally, the board approved independent contract agreements for Universal Training Center and tabled the contract for Osletics Youth Athletics. Two new staff members, Dr. Will Gray and Sarah Barton, were introduced as part of the Human Resources team, with Dr. Gray appointed as Executive Director of Human Resources and Barton bringing 18 years of educational leadership experience. The board also approved the Education Protection Account (EPA) resolution, allocating $4.3 million for instruction.

The motion to approve the plan passed 5-0.
Board Approves 2026-2027 Local Control and Accountability Plan (LCAP)
The Board of Education approved the Local Control and Accountability Plan (LCAP) and federal addendum for the 2026-2027 school year. Dr. Will Gray presented the plan, highlighting progress on eight state priorities and five local indicators. Key areas discussed include basic services (teacher assignments, curriculum access, facilities), implementation of state standards, course access (elementary and secondary levels), parental engagement, and school climate (safety and connectedness). The plan aligns with the district's new strategic plan and incorporates stakeholder feedback. While overall data shows positive trends, areas for continued focus include A-G completion rates for all students and low-income students, and building parental engagement regarding staff's caring attitude. The LCAP also addresses the Orange County School of Computer Science (OCSCS) plan.
Public Comments Highlight Concerns Over Coach Conduct, Mental Health Support for Athletes, and Infrastructure Updates
The Board of Education heard public comments regarding various issues. Mike Landy expressed serious concerns about the conduct of Yorbelinda High School track program coaches, citing social media content, taunting, and potential CIF rule violations. He stated that despite documentation provided, there has been an inadequate response, leading his family to pursue private school options due to alleged retaliation. Wayne Scott provided an update on a capital improvement project to replace water and sewer lines on Kellogg Drive near Esperanza High School, scheduled for completion by July 31st. Jeremy Kelly introduced himself as the incoming president of the Association of Placentia Educators (APPLE) and expressed pride in representing the district's educators. Lindsay Glennon advocated for increased investment in mental health support for student athletes, noting the lack of dedicated mental health professionals and suggesting training for coaches and minimizing barriers for students seeking help. Dr. Kim, Superintendent, mentioned that a mental health professional position was previously under contract but was cut due to budget reductions.
