Kingsburg Sets 2026-2027 Spending Limit Based on County Growth Factor
The City Council adopted Resolution 2026-022, establishing the city's spending limit for the fiscal year 2026-2027, known as the GAN appropriation limit. The council chose to use the county population growth factor of 0.03% over the city population growth factor for the calculation. This decision ensures the city's budget remains approximately $6.8 million below the GAN spending limit. The calculation is based on population data and the per capita personal income factor provided by the California Department of Finance. The city's population as of January 1, 2026, was recorded at 13,347, an 11-person decrease from the previous year.
Kingsburg City Council Approves 2026-2027 Fiscal Year Budget
The City Council reviewed and adopted the recommended executive budget for the 2026-2027 fiscal year. The budget totals $39,117,835, including $7.7 million for 28 capital improvement projects. This budget incorporates minor updates to revenues and expenditures, including a significant capital expenditure for a facility purchase discussed later in the meeting. The city aims to maintain its distinguished budget award, having received it for the past 12 years. The adoption of the budget also included the budgets for the Kingsburg Public Finance Authority and the successor agency of the Kingsburg Redevelopment Agency.
Kingsburg Purchases 1600 Draper Street for New City Hall
The City Council considered and approved a purchase and sale agreement for a commercial building located at 1600 Draper Street, formerly known as the Van Bearden building. This acquisition is part of a plan to relocate City Hall, addressing the current building's age (1913) and space limitations. The purchase price is $4.5 million, with a $1.5 million down payment funded by developer impact fees and the remaining $3 million financed by the seller at 5% interest. The building is over 19,000 square feet, constructed in 1991, and includes a private parking lot. The city anticipates utilizing existing furniture and aims to move into the new space by the first half of 2027. This option is estimated to be 60% of the cost of new construction. The city will also lease space back to the seller temporarily. The $1 million federal community projects grant will still be utilized.
Kingsburg Approves Landscaping and Lighting Assessment District for 2026-2027
The Council considered the Landscaping and Lighting Assessment District Number 93-01 for the 2026-2027 fiscal year. This district allows for assessments on properties to finance improvements such as street landscaping, lighting, traffic signals, parks, and sidewalk repairs. The engineer's report, prepared by Well Done Financial Services, was reviewed, and the total levy for FY 2026-27 is set at $119,142, an increase from the previous year. The council adopted Resolution 2026-021, ordering the levy and collection of these assessments.
Kingsburg Council Authorizes Special Tax Levy for Community Facilities District 2017-01
The City Council acted on Community Facilities District (CFD) 2017-01 by authorizing the levy of a special tax for the 2026-2027 fiscal year, adopting Resolution 2026-023. This CFD, formed in 2017 under the Mello Community Facilities Act, finances public services including police, fire, ambulance, parks, lighting, landscape maintenance, and administrative fees. All new developments since 2017 are required to join the CFD as a condition of approval. The council also authorized the city manager to execute the intent to levy letter.
