City of Kenner Council Meeting 06/26/26
Published: Jun 26, 2026
Kenner Repeals Brake Tag Requirement, Citing Alignment with State and Police Enforcement Capacity
The council voted to repeal the Kenner brake tag requirement, aligning with the state's decision to abolish its own requirement. Several residents and officials spoke, with the majority in favor of the repeal. Concerns were raised about potential impacts on vehicle maintenance and road safety, but many believed the Kenner Police Department would continue to enforce safety regulations through other means, such as equipment failure stops for lights, wipers, and tinted windows. Chief Connley stated that brake tag violations were a small percentage of overall tickets and often secondary stops. He also noted that the proliferation of non-required areas would make enforcement difficult. The mayor indicated the program was revenue-neutral for the city and that employees would be reassigned. The repeal is set to be effective January 1st, with a phased transition for the state's new QR code system.
Kenner Repeals Brake Tag Requirement, Citing Police Enforcement Capacity and State Alignment
The council approved Ordinance 14,184, repealing the Kenner brake tag requirement. This aligns with the state's decision to abolish its own requirement. Residents expressed mixed views, with many supporting the repeal due to cost savings and convenience, while some voiced concerns about potential impacts on vehicle maintenance and road safety. They believed the Kenner Police Department would continue to enforce traffic safety through other means, such as stops for malfunctioning lights or wipers. Chief Connley indicated that brake tag violations were a minor part of overall enforcement and that the department could manage without them. The mayor noted the program was revenue-neutral for the city, and employees would be reassigned. The repeal is effective January 1st, coinciding with the state's introduction of a QR code system for registration and insurance verification.
Energy Louisiana Proposes $20 Million Underground Project for Driftwood Reliability
Jimmy Aken of Energy Louisiana presented an underground cabling project aimed at improving reliability in the Driftwood neighborhood, specifically addressing frequent outages on the Granada/Madrid loop off Jelby Avenue. The initial plan for overhead lines was rejected by the community. The revised plan involves an "underground hardening" of the Jelby backbone, utilizing smaller, single-phase switchgear (30x42x42 inches) compared to the previously proposed intrusive 10x10 ft switchgear. This project will convert the current three-phase Jelby backbone to single-phase loops, each serving about 37-38 customers, sectionalizing the system to reduce the impact of outages. The project is estimated to cost $20 million, but a definitive timeline is pending manufacturing of the new switchgear, with an estimate expected within two weeks. Design is underway, and the project is anticipated to be implemented within the next several months.
Mayor Addresses Drainage Issues and Ongoing Projects Amidst Heavy Rainfall
Mayor Glazer discussed the city's ongoing efforts to address drainage and flooding issues, particularly in light of recent heavy rainfall. He highlighted that despite all pumps in the city functioning at 100% capacity, the volume of water exceeded their capabilities. The mayor mentioned progress on a 'pump to the river' project, which aims to alleviate flooding in Rivertown by providing a more direct drainage route. Additionally, he noted a snag in the South Kenner drainage project at the railroad tracks, requiring a permit and a change order, which is expected to be resolved soon to prevent flooding on Williams Boulevard during spring showers. Glazer also thanked city workers for their efforts during the rainfall, noting that many sewer wet wells experienced high alarms, indicating rainwater infiltration into the sewer system.
Motion to Defer Aviation Board Nominee Selection Fails; Council Proceeds with Submission
A motion to defer the resolution submitting nominees for the New Orleans Aviation Board appointment failed in a 3-4 vote. The deferral was requested to allow newly elected council members, who would be sworn in soon, to participate in the selection process. Arguments were made that the Kenner City Charter's provision regarding mayoral appointment authority might conflict with the cooperative endeavor agreement from 1985 that outlines the submission of three names by the Kenner Council to the Mayor of New Orleans. Ultimately, the council proceeded with the original motion to submit nominees. The Mayor of New Orleans will make the final appointment from the submitted list after consultation with the Mayor of Kenner.
