Committee Approves Out-of-State Travel, $100 Million Bond Resolution, and Funding Flexibility
The Finance and Human Resources Committee approved out-of-state travel as presented. The committee also approved the fiscal year 2026-2027 general obligation bond resolution, authorizing the issuance and sale of bonds not to exceed $100 million. These funds are for repayment of existing debt, capital projects, and other initiatives. The bonds are short-term borrowings, expected to be paid back within 10 months. The district currently has no outstanding debt counting against its 8% debt capacity. Proceeds will be received in September. Additionally, the committee approved funding flexibility to potentially move $318,319 from the summer reading fund to the general fund if not fully utilized, as a precautionary measure. The first reading of the FY26-27 general fund budget was also approved.
Harper General Contractors Selected as Construction Manager at Risk for Cain Bay High School Expansion
The Capital Planning Committee recommended awarding the contract for Construction Manager at Risk (CMAR) services for the Cain Bay High School edition to Harper General Contractors. This role involves preconstruction services such as planning, cost estimation, scheduling, and risk management, in coordination with the project architect. The solicitation was advertised, seven proposals were received, and three firms were interviewed. The proposed preconstruction fee is a fixed lump sum of $119,200. The design phase is set to begin in summer 2026, with the GMP presented in spring 2027, and construction targeted for summer 2027, with completion by December 2028. The motion to accept the proposal was made and passed.
Mosley Incorporated Selected for Cain Bay High School Expansion Design
The Capital Planning Committee recommended awarding Request for Qualifications (RFQ) #771 for architectural and engineering services for the Cain Bay High School expansion to Mosley Incorporated. The project involves designing a two-story, multi-use academic wing with 20-30 classrooms, a weight room, and support spaces. The selected consultant will perform facility assessments, address life safety, and provide full A&E services. The proposed fee is a fixed lump sum of $1.457 million. The design phase is slated to begin in summer 2026, with the GMP presented in spring 2027.
Board Approves Personnel Recommendations and Appoints Stratford High School Administrators
The Board of Education approved the personnel recommendations discussed in executive session for the current school year. Additionally, Mark Blacklock was named Athletic Director/Assistant Principal at Stratford High School, effective July 1st, 2026. Camille Talib was appointed Assistant Principal at Stratford High School, with a contract beginning July 13th, 2026. All personnel actions were approved by the board.
Berkeley County School Board Approves First Reading of FY26-27 Budget with Teacher Raises and Millage Reallocation
The Berkeley County Board of Education discussed and approved the first reading of the Fiscal Year 2026-2027 General Fund Budget. Key changes include a 2% Cost of Living Adjustment (COLA) for all eligible employees, an additional year of experience credit on the salary schedule, and a decrease in the debt service millage from 55 to 50 mills, with the five mills reallocated to the operating budget. The total millage remains at 196.9 mills. The budget includes a transfer of $1.9 million from legal settlement funds to the school operating fund to address budget variances. The projected total budget is $517,931,159, with expenditures estimated at $444,810,000 for salaries and benefits. The district's fund balance remains strong, exceeding policy requirements. Next steps include a public hearing and the second reading of the budget on June 29th.
