Seven Brew Conditional Use, Timber Harvesting Ordinance Revisions, and Other Land Use Matters Discussed
The council opened the public hearing for the Seven Brew conditional use application 26-01 and then continued it until July 8th. Separately, they opened the public hearing for the proposed timber harvesting ordinance and will consider adopting it at their next voting meeting. This revision is necessary due to recent advisory opinions from the attorney general regarding acre law and the municipalities planning code. The proposed ordinance aims to comply with model ordinances recommended by the attorney general and addresses revisions needed to align with state regulations. The council also discussed items related to Seven Brew, including a request for authorization to submit a highway occupancy permit and an agreement for the maintenance of a stormwater facility. Further discussion on Seven Brew's traffic study revealed ongoing concerns, particularly regarding left turns onto Route 8, with the latest study indicating continued issues. The council also addressed a suggestion to use cones to manage left turns during peak times, which was met with reservations due to the target employee demographic and the potential for accidents. Items C, D, and E related to Seven Brew were deferred as the applicant was not present, and there were ongoing traffic study reviews. Finally, the council discussed releasing the bond for the Mod Wash on Route 8, with only one minor comment from PVE remaining, and recommended releasing the bond for Dunkin Donuts as all outstanding items were addressed.
COG Seeks Grant for Equipment Replacement, Updates Agreements
The North Hills Council of Governments (COG) is seeking grant funding to replace two large pieces of equipment used at their compost site in Ross Township. As part of this grant application process, the COG has updated its compost agreement. The updated agreement includes administrative changes such as invoice due dates and change of address. A substantive change allows the COG board to modify the price per cubic yard of compost material, which has not increased since the agreement was initially signed in the late 1990s. The COG managers, with one exception, voted in favor of awarding the rock salt bid at a 60%-140% level due to increased leeway for light and heavy winters, despite a slightly higher cost. The COG also operates a compost site where Hampton deposits leaf waste.
Police Department Faces Staffing Shortage, Seeks Approval for New Hires
The police department is facing a staffing shortage due to four officers being off the schedule for various reasons (workers' comp, retirement, light duty, maternity leave), with potential loss of one additional officer to another department and a pending retirement of Sergeant Grolowski. To address this, the council nullified the last test, and the department expedited the hiring process, resulting in seven qualified applicants who will complete testing by Monday, July 8th. An eligibility list will be compiled, and two to three applicants will be offered conditional employment, with a tentative start date of July 2nd. Council is requested to certify a new eligibility list on June 24th and approve conditional offers of employment for two to three candidates.
Acceptance of Sanitary Sewer Main and Easement for Pioneer Place Development
The council is being asked to accept the sanitary sewer main and easement associated with the Pioneer Place residential development. Construction is currently underway, and a final review with engineering is pending to ensure all requirements are met before a formal recommendation is made. This is described as a fairly standard procedure, and the final engineering review is expected well in advance of the next meeting.
