Greenfield Approves SB1-Funded Road Repair Projects for FY 2026-27
The City Council adopted a resolution approving a list of projects for fiscal year 2026-27 funded by SB1, the Road Repair and Accountability Act of 2017. The city anticipates receiving just over $583,000 in RMRA funding for the next fiscal year. Proposed projects include citywide street maintenance (e.g., pothole filling, striping), design for the Reconnecting Communities Improvement project focusing on three areas crossing the 101 (Walnut Avenue, Oak Avenue, and potential Apple Avenue pedestrian crossing), and completion of the Walnut Avenue Pedestrian Improvement Plan. The city must enter into an agreement with TAMC to allocate these funds.
City of Greenfield Reports Low Workforce Vacancy Rate
The City Council reviewed the city's workforce vacancies for the second annual presentation, as required by AB 2561. Currently, there are two vacancies: one in public works and one in the police department. The average hiring time is 85 days, and the average tenure is 5.4 years. These numbers are generally aligned with peer agencies, and specialized technical positions remain the most difficult to fill. The city remains committed to attracting and retaining talent.
Greenfield City Council Approves 4.2% Increase to Fire and Medical Parcel Tax
The City Council adopted a resolution to increase the fire and medical emergency parcel tax by 4.2%, reflecting the Consumer Price Index (CPI) since 2015. This increase, which has not occurred since the tax was adopted in 2017, will generate approximately $37,000 in additional funding for fire and emergency medical services for the upcoming fiscal year 2026-27. The council chose to implement only the current year's CPI increase, rather than the cumulative amount since 2017.
Greenfield Council Approves Reallocation of Public Works Savings for Operational Needs
The City Council approved the relocation of budgeted salary, bilingual pay, overtime, and on-call pay savings to the Public Works Operational Expenditure Account. Due to personnel vacancies and staffing changes in the Public Works Department during the current fiscal year, these funds were not anticipated to be fully utilized. The reallocation allows the department to cover increased operational costs for critical public infrastructure, specifically wastewater services, without increasing the overall department budget. The transfer is for the current fiscal year ending June 30, 2026. Sufficient savings exist to support the transfer, ensuring adequate funding for necessary operational expenses for the wastewater division.
Greenfield Explores Real-Time Transcription and Translation Technology for Meetings
The City Manager informed the council about a new product being tested for real-time transcription and translation of city meetings. The system, which can transcribe in English and Spanish, aims to reduce expenses and improve service. It includes apps for individuals to download, offering translation between English and Spanish. The city is testing its effectiveness, with the potential to use it for all city meetings if successful. The system can handle over 150 languages. Council members noted its potential benefit for those with hearing difficulties and suggested considering additional monitors for better accessibility.
