Village to Negotiate Contract for New Security System

The system is needed to increase security at facilities like the sports park and Estero River Park to prevent vandalism and unauthorized activity. The proposed system is scalable and could include cameras, telemetry, and other advanced technologies.

Village Council Considers Eco-Historic Planning Study for 1,000-Acre Area

The Village Council reviewed the Eco-Historic Planning Study, a comprehensive land use study for approximately 1,000 acres north of Williams Road. The study, funded by a CDBG grant and developed over a year with community input through meetings and surveys, identifies options for future development and land use. The council's action was to accept the study as a framework for future planning and grant applications, not to commit to any specific projects. Key areas of focus included connectivity, transportation, environmental systems, parks, open space, and economic opportunities. Concepts for catalyst projects such as the Village Center, BERT Trail, Estero River Park, and US 41 improvements were presented. The Planning and Zoning Board recommended acknowledging the importance of Happahatchie in the plan. Public comments raised concerns about potential impacts on drainage, the need for more detailed planning, and the preservation of historic and natural assets.

High Five Sports and Entertainment Complex Details Revealed in Workshop Presentation

During a workshop, Scott Emily, CEO of High Five, presented an overview of the upcoming sports and entertainment facility, High Five Exchange. The facility will feature two 18-hole miniature golf courses, indoor and outdoor pickleball courts (including lighted courts for night play and specialized blacklight experiences), a bowling alley with 16 lanes and LED masking units, an arcade, event space, and a 'Scratch Ranch' kitchen for catering and wholesale food services. The launch phase involves marketing campaigns, website launches (HighFiveExchange.com and EsteroPickleballClub.com), key hires including a pickleball director and general manager, and operational planning. Construction is progressing with Phase One complete, and Phase 1B (building construction) expected to take six to eight months, leading to soft openings in mid-February and a grand opening in late February/early March 2027. The facility will have a capacity of over 1,200 people and a significant kitchen designed for extensive catering and wholesale operations. A resident rewards program is planned, with membership tiers available for pickleball and other amenities.

FEMA Grant Approved for Regional Stormwater Facility Design

The Village Council approved the execution of a grant agreement with FEMA for the design of a regional stormwater facility. The project, located adjacent to the post office on Three Oaks Parkway, aims to mitigate flooding experienced during Hurricane Irma. The federal grant covers 75% of the cost, with the Community Development Block Grant Disaster Recovery Grant covering the remaining 25% match, resulting in no out-of-pocket cost to the village. The initial phase is for engineering, with construction approval contingent on validating the design's value.

Kemper Sports Management Agreement Amended for Sports Park and River Park

The Village Council approved the first amendment to the service agreement with Kemper Sports Management for the Astero Sports Park and Astero River North. For the sports park, the amendment allows Kemper to continue guiding construction and operations through phase two. For Astero River North, Kemper will manage facility operations, including opening/closing gates, cleaning, and security, with an estimated cost of $50,184. The agreement clarifies scope and exclusions, noting that active recreational programming for Astero River Park is not included in this amendment but will be addressed in future proposals, potentially with the Estero Forever Foundation. The council also discussed the need for a clearer plan to activate Astero River Park and the placement of a commemorative plaque for Ellen Peterson.
