City Approves Budget Amendment to Fund Patsy Wind Boulevard Extension Project

The city council approved an introductory ordinance to amend the fiscal year 2025-2026 annual budget. This amendment allows for the appropriation of up to \$3 million from the international bridge system funds to the general fund to initiate construction of the Patsy Wind Boulevard extension project. The need for this budget transfer arises from delays in the SIB loan funding process, which requires a federal classification of the roadway by the Federal Highway Administration and approval from the Texas DOT Commission. The project must be substantially complete by May 2027 to meet EDA grant requirements. The proposed solution involves using the \$3 million as interim funding, commencing construction, and simultaneously initiating the reimbursement process from the EDA grant to cover monthly invoices.
