Clearfield City Outlines Property Tax Impact for FY27 Budget
JJ presented the proposed property tax impact schedule for the FY27 budget, outlining a projected additional property tax revenue of $233,106, representing a 6.59% increase. This translates to an annual impact of $21.60 per month for the average residential owner (valued at $510,000) and $165.63 per month for the average commercial property (valued at $2,151,000). The funds are restricted in the general fund until the final budget adoption in August. The proposed allocations include $25,000 for facilities contracted services, $10,000 for petrol and investigations equipment, $60,000 for street maintenance activities, $75,000 for a slope mower and $50,000 for additional park maintenance, and $16,500 for the texting service. Councilmember Thompson clarified that the $21.60 impact is annual, not monthly.
Clearfield City Council Approves FY2026 Budget Amendments
The council reviewed and approved the proposed amendments to the fiscal year 2026 budget, which included utilizing $174,000 from the unrestricted fund balance. These funds are allocated for various purposes, including increased payroll for the Aquatic and Fitness Center, enhanced communication through texting services, and addressing a decade-old Utah Retirement System back pay issue. Additionally, grant funding was secured for Arts Center microphones, a transfer was made from RDA 10 for the 500 West project, and capital projects for the all-abilities park were amended. The council also noted the need for expenditure authority due to higher-than-expected claims and pending reimbursements. The public hearing for these amendments was closed without any public comments.
Clearfield City Council Adopts FY27 Interim Budget Property Tax Schedule

Clearfield City Approves Telecommunications Franchise Agreement with Connex Network LLC
The city council considered Resolution 2026R-10, approving a telecommunications franchise agreement with Connex Network LLC. The agreement follows the Telecommunications Act of 1996, grants non-exclusive rights, and requires Connex to adhere to city ordinances. The resolution was approved unanimously after a motion and second.

However, the ordinance passed with a 3-1 vote, with Councilmember Ratchford, Councilmember Worth, and Councilmember King voting in favor.
