Resident Concerns on Data Centers Clarified Amidst Rezoning Discussion; RV Park Permit Process Detailed
A resident, Heather Fard, initially attempted to speak about data centers, believing the rezoning ordinance was related. The council clarified that the ordinance was for rezoning at Poplar and Palmer Road, not directly for data centers. Another resident, Judy Weaver, initially opposed the rezoning due to proximity to her neighborhood but later retracted her opposition, stating she couldn't imagine a better use for the property. The council also clarified that the approved rezoning does not automatically permit an RV park, which would require a separate special permit and review process.
R1 to C3 Rezoning Approved for Pawa and Palmer Road Property
The council discussed an ordinance to rezone property at Pawa and Palmer Road from R1 to C3. Cody provided initial information, and questions were raised about the property's location relative to a convalescent home and lower-income housing. The ordinance was read, detailing the rezoning of a specific parcel to C3 classification, approximately 19.86 acres, located at Poplar and Palmer Road. The ordinance included standard clauses for repeal of conflicting ordinances and effective date 30 days after passage. The council moved to suspend rules for second and third readings and ultimately passed the ordinance.
Citizens Invite Council to Public Meeting on Data Center Concerns
Heather Brousard, representing engaged citizens, invited the city council and mayor to a public meeting on July 13th at 7:30 PM at the Fine Arts Center on the University of the Ozarks campus. The purpose is to discuss data center concerns and work towards finding answers. Residents can submit questions in advance by June 30th. The group seeks engagement from elected officials.
City Clerk Announces Departure; New City Website Launched

Airport Road Project Faces Access Challenges; Lease Negotiations Ongoing
The airport manager discussed the AWS project which requires a new service road. The mayor proposed a more efficient route crossing a small portion of the armory property, necessitating assurances to the FAA regarding continued access. This might involve a lease change or easement. The city plans to build the road, but issues with crossing armory property have caused delays. The manager is seeking a decision to proceed, as equipment is arriving soon and Stanley needs to schedule road construction. Additionally, leases for soccer fields and ground leases for airport hangars are being worked on. The manager also proposed a long-term plan for a new terminal building and suggested forming a committee.
