Volkswagen Club Event Approved, Ice Cream Truck Operations Halted Due to Storm Damage
The Board of Trustees considered a request from a Volkswagen Club to use the Union parking lot for an event on June 15th. The club obtained permission from the union. The village will provide barricades to facilitate access between the Union and flower shop parking lots. The event is being advertised on village signs. Additionally, the Hairs Ice Cream Company's owner lost his ice cream truck during the storm, preventing him from operating this year. The village will not have an ice cream truck this year. The public works department reported on storm cleanup efforts, including removing approximately 75 damaged trees and many branches, with Flood Brothers assisting in debris removal at no extra cost. The department is continuing to clear debris and chipper operations.
Village Considers Community Emergency Response Team (CERT) Program Amidst Liability Concerns
The Board of Trustees discussed the formation of a Community Emergency Response Team (CERT) program, inspired by the Lions Club and following the Brooks Lane fire. The program aims to train volunteers to assist first responders during large-scale disasters by handling administrative tasks, directing people, and helping with traffic, but not by performing direct emergency services. Concerns were raised by trustees regarding potential liability, the village's involvement, and whether CERT would act as an agent of the village. The village attorney, Matt Byrne, reviewed the proposed hold harmless and indemnification agreement, which was found to be mirrored by other municipalities. The board decided to table the discussion to allow for further vetting, including consultation with the attorney and reaching out to other municipalities for their models.
Village Departments Praised for Response to Major Storm Event
Following a significant storm event, the Mayor and department heads expressed gratitude to the police, fire, public works, and EMA departments for their exceptional response and teamwork. The fire department handled 57 calls in 48 hours. Public works ensured all streets were accessible for Commonwealth Edison crews. The EMA provided support, and residents were commended for their community spirit in helping neighbors. Commonwealth Edison was also thanked for their efforts in restoring power, with restoration completed by Sunday night/Monday morning for most areas, though 109th Place had power restored by Tuesday. The village is preparing for future storms and will conduct a post-event review to identify areas for improvement.
Infrastructure Project Updates: Sewer Lining Nearing Completion, Water Main Replacements Scheduled
The board received updates on several infrastructure projects. The Sanitary Sewer Cleaning Television Liner Project with National Power Routing is nearing completion with only two segments left, scheduled for post-July 4th. The Oakland Regional Water System water main project on 102nd Place is in its final walkthrough stage with a punch list generated for the contractor. Design engineering is complete for the Nashville and Barnard Avenue water main replacement, with bids opening July 7th and work anticipated this fall. Washington Street utility repairs, funded in part by a DCTO grant, will be completed by late September, ahead of road rehabilitation. The 103rd Street project is targeting a November letting for spring 2027 construction, pending IDOT comments. Additionally, a bid opening for construction observation services is scheduled for July 7th, with proposals due June 24th.
