The budget includes a 2% raise for employees, a $1,000 Christmas bonus, and longevity pay, with no tax increase. Significant expenditures are allocated to public safety (approximately 50% of the budget), general government, public works, and culture/recreation. The solid waste fund anticipates an increase in tipping fees from $55 to $80 per ton, leading to a projected increase in residential costs by $4 per month. Other funds, including the state street fund, drug fund, and community development fund, were also presented with their respective revenues and expenditures.

The service is considered more efficient and cost-effective than in-house maintenance, freeing up city manpower.
