Beverly City Council Special Meeting 06/25/2026

National Grid Petition for Underground Facilities on River Street Approved
The City Council held a public hearing and approved a National Grid petition (30294623) to install underground facilities on River Street, along Park Street, and into Lennox Street. The project involves installing approximately eight manholes and conduit along these routes to improve reliability in the downtown area, addressing recent outage problems. While the project aims to improve electrical reliability, discussions also focused on the impact on streets and the negotiation of repaving costs with National Grid, with councilors expressing concerns about project timing and the city's negotiating leverage.
City Approves $45,000 for Lynch Park Climate Resiliency Project Permitting
The City Council approved a $45,000 transfer from the city's certified free cash balance to fund supplemental MEPA (Massachusetts Environmental Policy Act) permitting work for the Lynch Park Climate Resiliency Project. This funding is crucial to meet a July 24th deadline for the supplemental information request from state agencies, thus avoiding a potential 9-month delay in the permitting process. The project aims to address vulnerabilities in Lynch Park, particularly the seawall near the Rose Garden and north of the Carriage House, to withstand stronger storms and higher waves expected by 2050.
City Council Approves $1.5M Transfer for Road and Sidewalk Resurfacing Projects
The City Council considered and approved a transfer of $1,500,000 from the road resurfacing account to the road and sidewalk capital account to fund various resurfacing projects. This transfer includes funds from National Grid's 115 kV project, National Grid Gas work on Lothrop Street, and various street opening fees. Notably, funds allocated for the 115 kV project are specifically earmarked for streets like Wellman Street, Webber Street, Congress School, and River Street, with additional funds covering sidewalk and ADA ramp work near Dane Street Beach.
