New Assistant Planning Director Introduced; Significant State Funding Secured for Fire Station and Police Vehicle
City Manager Hurr introduced Charlotte Ganas Rodriguez as the new Assistant Planning Director, joining from the town of Lake Placid. He praised her experience in community development, public-private partnerships, and neighborhood revitalization. He also spoke highly of Chandra Frederick's consulting work in neighborhood planning and facilitation. Separately, Hurr mentioned the successful efforts of State Representative Jennifer Kincar-Johnson and the Polk County Legislative Delegation in securing appropriations for a police emergency command rescue vehicle ($486,635) and a new Central Fire Station headquarters and training facility ($4 million construction funds, plus $1.3 million for design/feasibility from a previous appropriation).
City Considers Loan of Geno Miles Sculpture for Civic Center Display; Location Concerns Raised
Jason Hargrove, Director of Parks, Recreation, and Culture Arts, proposed bringing a sculpture by artist Geno Miles to the Bartow Civic Center. The sculpture, valued at $96,000, would be on a three-year loan from the Ashley Gibson Barnett Museum of Art in Lakeland. Miles, a 74-year-old artist with international works, created the seven-foot-tall stainless steel sculpture. The city would be responsible for all associated costs, including transportation, installation, and insurance. Concerns were raised by Commissioner Pfeiffer about the proposed location's high traffic and potential for damage due to children climbing on it, suggesting alternative, more secure locations. Hargrove agreed to discuss alternative locations with the beautification board and Dr. Ward.
Bartow Adopts Comprehensive Plan Amendments for Statutory Compliance and Future Planning
Jennifer Cotto-Salisbury from the Central Florida Regional Planning Council presented Ordinance 2025-24 for the adoption of amendments to the Bartow Comprehensive Plan. These amendments are administrative, ensuring compliance with Florida statutes, particularly Senate Bill 180, which restricts overly burdensome regulations. Key changes include updating planning periods to 2036 (short-term) and 2050 (long-term), and incorporating a new objective (Objective 9) and policies (9.1-9.7) regarding the feasibility of connecting neighborhoods of 50 or more residential lots to sewer systems over time. The state recommended against a policy that prioritized multimodal transportation over auto-dependence, citing it as potentially too restrictive. The ordinance was adopted, with a future amendment planned for October 2027 after SB 180 sunsets.
City of Bartow Proclaims America's 250th Anniversary and Outlines 4th of July Celebration Plans
The City Commission received proclamations recognizing the 250th anniversary of the United States and the city's annual 4th of July celebration. Mayor Tanya Tucker read the proclamation for America's 250th anniversary, which was accepted by representatives of the Daughters of the American Revolution, Bartow Chapter. A second proclamation, also read by Mayor Tucker, set the theme for the 2026 July 4th celebration as 'Celebrating 250 Years of Freedom' and encouraged patriotism. Jason Hargrove, Director of Parks, Recreation, Culture, and Arts, provided details about the upcoming 4th of July festivities, including a fireworks show, four bands, inflatables, face painting, and food vendors at Mosaic Park. He also introduced key staff members involved in organizing the event.
Bartow Unveils Redesigned Utility Bill for Improved Clarity and Communication
Sean Hurr, Customer Service Director, presented a redesigned utility bill aimed at improving clarity and user-friendliness. The new bill features a colorful blue and black design, replacing confusing line graphs with more understandable bar graphs showing month-over-month usage. Key contact numbers for customer service, solid waste, and parks and cultural arts are now on the front page. A message center allows for timely city announcements, and bill due dates are clarified. The back of the bill includes definitions and frequently asked questions, with plans to update this section twice a year. A QR code for payments and another for hurricane preparedness information are also included. The design is still pending finalization with the printer.
