City Council Approves 10-Year Master Service Agreement with Axon for Police Technology and AI Bundle

The city council approved a 10-year master service agreement with Axon Enterprises for police technology consolidation and an AI era bundle. This agreement aims to streamline existing contracts for body cams, dash cams, interview room systems, digital evidence storage, and tasers, while also incorporating new AI software. The AI bundle includes features like 'Draft One' for auto-transcription and searchable text, intended to assist officers in reviewing video footage and formatting reports more efficiently. The decision was made after extensive discussion and deliberation among council members, city staff, and the police department regarding the benefits, risks, and implementation of AI technology in law enforcement.

Recreation Board and Main Street Updates: Bridge Project, Park Improvements, Murals, and Weed Management

During committee reports, it was noted that the bridge grant for the bridge is progressing, with the next step being property acquisition. The bridge completion is targeted for the end of 2027. Electrical work, including transformer and amps, is nearly complete at the fairgrounds in time for the roundup. Coal Park lamps have been installed, and strategies are being developed to restore the Coal Park turf to its status as a showcase park. Various recreational activities are ongoing, including softball, track, and youth pickleball. The Rio Frio experienced a successful first year under city management, receiving positive feedback. The Main Street board is discussing Christmas decorations. A bakery and candy store are coming soon to State Street. Three murals are planned: one on State Street (Treasure), one on Hunt Avenue (July 11th), and a Valleywide mural. Progress is being made on public transportation options for the community. Additionally, an update on noxious weed management was provided, identifying 11 state-listed noxious weeds (B and C categories) as problematic in the city, with the Parks and Recreation Director responsible for designating this list for code enforcement purposes.

City Approves Agreement for Rio Grande Levy System Feasibility Study

The city council approved Ordinance Number 16-2026 on second reading, which approves an intergovernmental agreement between the City of Alamosa and Alamosa County for a United States Army Corps of Engineers feasibility study on repairing the Rio Grande levy system. This agreement is a cost-share agreement where the city and county will be responsible for 50% of the study's cost, up to a maximum of $1.5 million, if the Army Corps proceeds. The study, potentially a three-year, $3 million project, aims to evaluate the feasibility of repairs. If approved and undertaken by the Army Corps, it could lead to engineering and construction of the levy system, with the local community responsible for only 30% of the cost, a significant saving compared to bearing the entire burden. The council also addressed concerns about vegetation removal and encroachments, noting ongoing efforts to meet FEMA requirements and maintain levy certification, which is crucial to avoid mandatory flood insurance for federally backed mortgages.
