City of Webster Groves Council Meeting 06/16/2026

Arts Commission Proposes Utility Box Painting Program to Enhance Community Aesthetics
The Arts Commission proposed a program to paint utility boxes throughout the city. The proposal includes details on artist selection, cost, maintenance, and content standards. The commission aims to beautify the community and provide opportunities for local artists. The council expressed support for the initiative.
Council Advances South Elm Shared-Use Path Design Despite Resident Concerns
The council discussed and debated the South Elm shared-use path project, including two design options (Option A and Option B). Option B, which involves removing west-side parking to accommodate the path within the existing roadway footprint, was recommended by staff. Concerns were raised by residents regarding the process, impact on property values, parking, traffic safety, and the feasibility of a sidewalk-only option. The council ultimately voted to move forward with the design of Option B.
Resident Criticizes City Budget as 'Irresponsible Spending Spree,' Calls for Cuts
Ben Brohammer criticized the city's budget and spending, calling it 'irresponsible and out-of-control'. He argued that the budget philosophy is a 'ceiling and not a mandate' and that taxes are increasing across all levels of local government (schools, library, county). He advocated for cuts and alternative economic growth strategies that do not involve raising taxes or cutting services.
South Elm Residents Voice Strong Opposition to Shared Path Project, Cite Safety and Process Concerns
Mary Graph, a resident of South Elm for 41 years, expressed disappointment that residents were not approached about the shared path project until late in the process. She questioned the need for the path, the effectiveness of traffic calming measures, and the ability of emergency vehicles to navigate narrower lanes. She also raised concerns about where deliveries would be accommodated if parking is removed. Other residents voiced similar concerns about parking, safety, and the process.
Council Approves Consulting Services and Stormwater Project Amid Grant Discussions
The council approved consulting services for the South Elm right-of-way project (item 53), noting that the contract is a 'not to exceed' amount and is likely to cost less under Option B due to not encroaching outside the right-of-way. They also approved the Southwest Park Stormwater Project (item 54), with the caveat that the Stormwater Management Advisory Commission was aware but the application deadline was pressing, leading staff to bring it forward before the commission was fully seated. Item 55, a small increase for SS for $8,000, was approved as a reallocation of unexpended grant funds.
