City Council Approves Rezoning for Paradise Community Homes' Cumberland Corner Development

The City Council considered ordinance number 13, 2026, to rezone approximately five acres from business park to urban residential for the Cumberland Corner development by Paradise Community Homes (PCH). The development aims to build attainable housing. The Planning Commission recommended approval with a 5-0 vote. Public hearing included discussions on environmental concerns, wildlife displacement, YMCA buffer, housing types, and stormwater management. PCH presented their mission as a 501c3 focused on attainable housing, highlighting past projects and their current efforts. Council members raised questions regarding purchase agreement tweaks, stormwater, the MOU with the YMCA, and requests for zoning variances. The council ultimately voted 5-1 to approve the rezoning ordinance after extensive discussion and public comment. A motion to table the ordinance failed 4-2.
