Tacoma Park Finalizes Legislative Priorities for Maryland Municipal League Submission
The Tacoma Park City Council convened to discuss and finalize legislative priorities to submit to the Maryland Municipal League (MML) for the upcoming legislative session. The council reviewed past legislative priorities, including those related to good cause eviction, SNAP support, gender-affirming care, immigration support, modernizing municipal revenue structures, enabling municipalities to charge utilities for right-of-way use, and climate change legislation. For the current submission, three potential Legislative Action Requests (LARs) were proposed: 1) urging MML to support legislation requiring the State Highway Administration (SHA) to pay for sidewalk and ADA compliance infrastructure along state roads, with a suggestion to include utility relocation costs. 2) advocating for a statewide, free, searchable digital public notice portal, with an amendment to include translatability and potential benefits for dealing with restrictive covenants and reducing costs. 3) supporting legislation for energy efficiency and climate change by protecting Maryland's Empower program and restoring greenhouse gas reduction goals, with a suggestion to include high data users like data centers. An additional topic of data center regulation and its impact on infrastructure and utility bills was also raised. Discussions also touched upon state-level support for missing middle housing and broader economic development drivers, as well as transportation initiatives like last-mile support and synchronizing local bus systems. The council agreed to refine the LARs by adding specific language regarding utility relocation to the SHA item, translatability to the digital notice portal item, and potentially framing the climate item as a legislative initiative rather than just a strategic one, while also considering the impact of data centers. Councilmembers also proposed adding a 'whereas' clause acknowledging MML's previous focus on municipal revenues and the importance of learning from that effort. The LARs are due by July 1st, and MML will select a limited number to prioritize.
Tacoma Park City Council Narrows Focus for Rent Stabilization Policy Review
The City Council held a work session to discuss the ongoing rent stabilization policy review. The council aims to narrow down the policy areas for further research by the consultants, RSG Inc., focusing on topics that align with the city's housing goals of stability, choice, and quality. The consultants presented initial findings and options, and the council discussed which areas require deeper investigation, with a preference for no more than four to six topics due to contract limitations and time constraints. Suggested areas for deeper research included rent increase formulas, rent banking/vacancy rules, utility transfer provisions, capital improvement incentives, petition pathways, program exemptions and applicability (especially regarding deed-restricted units), and information flow/program administration/outreach. Councilmembers also emphasized the importance of a racial equity lens in the analysis of policy options and comparative analysis from other jurisdictions. Specific policy choices like extending exemption periods for new construction and addressing 'troubled buildings' were discussed in relation to their potential impacts on residents, particularly concerning displacement and affordability. The council is expected to provide further direction on priority research areas for RSG and staff, with a resolution to be voted on in a subsequent meeting.
Tacoma Park to Apply for State Grants for Senior Affordable Housing and Building Rehabilitation
The Tacoma Park City Council discussed and expressed support for two grant applications to the State Department of Housing and Community Development's revitalization fund. The first application supports the development of a 67-unit senior affordable housing complex at Grace United Methodist Church, which is in the early stages of planning, including site plan development and coordination with the church regarding parking. The second application seeks funding for the substantial rehabilitation of the building at 702 Cheney Drive, building upon a previous multifamily building improvement grant award to address further necessary repairs and energy upgrades, including the elevator and HVAC systems. Both projects are in Ward 2. The grant applications are due in July, with funding expected around the summer of next year. The council acknowledged the critical role of such grants in securing necessary funding for affordable housing and building improvements.
Adventist Healthcare Details Hospital Demolition Plan, Addressing Environmental and Community Concerns
The City Council received a presentation on the demolition/deconstruction process for the Adventist Healthcare hospital site. The presentation detailed the methodical deconstruction approach, emphasizing environmental monitoring, site security, and communication channels. Key aspects covered included the schedule for demolishing the six main structures, site fencing, hazardous material removal, and structural demolition planned to begin in September. The process is expected to take approximately 14-15 months, with seven months for demolition and seven months for infill. Specific methods for erosion and sediment control, tree protection, air and water management (using water mist for dust suppression), site stabilization, and recycling strategies (on-site concrete crushing) were explained. Noise levels will be controlled, adhering to permissible work hours and decibel limits. Air and water quality monitoring will be conducted voluntarily by Tetra Tech. Site security will be maintained 24/7. Communication channels, including a website and potential mailing announcements, will be utilized. Council members raised questions regarding neighbor coordination, access to adjacent properties, truck routes, noise impact, the composition of recycled materials being used as backfill, emergency spill response protocols, and the timeline for establishing emergency contacts. The developers committed to ongoing communication and addressing concerns.
