City Approves 2027 Rose Parade Float Design and Additional Funding

The city aims to showcase its culture and community pride on an international stage, building on the success of last year's 'Queens Award'-winning float. This year's float will be a performing float, stopping to perform, and will include a live mariachi band. The city is also exploring sponsorship opportunities and community engagement during construction. The requested funds will not impact the general fund.
City Presents Unaudited Financial Statements, Cites Staff Turnover and New Auditor for Report Delay
The city presented its unaudited fiscal year 2024-2025 financial statements, referred to as the ACTER (formerly CAFR). The report indicates a balanced budget with $102 million in reserves and $103 million in expenditures for the general fund, after accounting for a $10 million expenditure for the MTNA building. The water fund experienced a slight operating surplus and met its debt service coverage. The report also detailed balances in various other funds and grant programs. The delay in the report's release was attributed to a combination of factors: turnover in accounting staff, delays in processing accounting tasks, and a learning curve with a new audit firm, Vasquez and Company. The city has implemented new systems and hired new accounting staff to improve timely management of accounting functions and prevent future delays. The final audited report, including the auditor's opinion and management discussion analysis, will be presented at a later date.
City Adopts Comprehensive Parks and Recreation Master Plan for Next Decade
The city presented its first-ever Parks, Recreation, and Community Services Master Plan, developed over the past year with input from a consultant team and community engagement. The plan establishes a strategic roadmap for parks, recreation programs, facilities, and community services over the next decade. Key findings include that the city is close to its goal of having all residents within a 10-minute walk of a park and meets its acreage goal of four acres per 10,000 residents. Recommendations include adding new facilities, creatively utilizing existing ones, improving sports courts like pickleball, adding walking loops, enhancing park safety, strengthening programs, and supporting dog-friendly amenities. The plan also highlights opportunities for the Clark Estate renovation and the development of the river parcel park. The council adopted the plan.
Final Assessments Levied for Heritage Springs Assessment District Road Maintenance
The council considered the adoption of Resolution No. 100020, confirming the fiscal year 2026-2027 engineers report for the annual Heritage Springs Assessment District (Hawkins Street and Palm Drive) and levying assessments. The city levied property owners in this area to pay for the construction and maintenance of the roads. This will be the last year of that levy. The council heard the report, opened and closed the public hearing with no speakers, and then approved the resolution. Council members Rodriguez and Mora moved and seconded the approval, respectively.
City Council Approves Comprehensive Fee Schedule Update
The council updated the city's comprehensive fee schedule by revising selected fees across multiple departments and incorporating new fees where necessary. These adjustments aim to align fees with the actual cost of providing services, reduce the general fund subsidy, and ensure consistency throughout the schedule. The city attorney described the changes to Resolution 100023. The council approved the updated fee schedule. Council members Martin and Rounds moved and seconded the approval, respectively.
