San Pablo City Council Adopts Policy for Meeting Service Disruptions Under SB 707

This new state law modernizes the Ralph M. Brown Act by updating requirements for teleconferencing, remote participation, accessibility, translation, and procedures for meeting disruptions. The policy outlines steps to be taken during technological interruptions, including a mandatory recess of at least one hour, with efforts to resume access for remote participants. If restoration is unsuccessful after an hour, the council may vote to proceed or continue the meeting. The city is implementing enhancements such as real-time closed captioning in English and Spanish, and offering translation services via Zoom for remote attendees and through Wordly for in-person attendees. The policy and resolution were adopted to ensure compliance and improve public engagement and accessibility.
