City Approves Engineering Agreement for Portland Medical Complex

City Council Approves New Permitting and Licensing Software

The new system will streamline internal operations and enhance customer service through online applications, real-time status updates, digital payments, and improved communication. The initial investment is $48,736, with the full cost of the first year at $139,870. The proposed go-live date is January 1st, 2027, ensuring a transition period before the current contract expires. The system integrates permitting, licensing, and code enforcement into a single platform.

Wastewater Improvement Project in Old Town Area Closed Out

The City Council approved the closeout of the Texas Department of Agriculture (TDA) Wastewater System Improvements Project in the Old Town area. The project, funded by a TDA grant and local match funds, involved trenchless pipe bursting, sewer main upsizing, service reconnections, and manhole rehabilitation. Construction began June 16th, 2025, and concluded in January 2026. Delays due to material procurement, unforeseen field conditions, weather, and holidays extended the project timeline, leading to two change orders approved by TDA. Change Order two included additional work for a manhole installation to ensure proper system drainage. The final contract cost was $168,000. The approval includes change orders, final pay application, contractor's affidavit, certificate of completion, and project acceptance.
