North Smithfield Council Debates Charter Amendments, Moves Multiple Ballot Questions Forward
The Town Council engaged in a lengthy discussion regarding proposed amendments to the North Smithfield Home Rule Charter, with a focus on whether to place these amendments on the ballot for voter approval. Several charter amendments were reviewed, including changes to town council terms, personnel board duties, establishment of a Department of Facilities and Capital Assets, and various updates to align with state law. A significant portion of the discussion revolved around Ballot Question 1, which proposed extending town council terms to four years and restructuring the election process. Concerns were raised about the potential impact of longer terms on accountability, the fairness of staggered elections, and whether this change reflected the will of the voters who had previously rejected similar proposals. Ultimately, the council voted to approve placing Ballot Question 1 on the ballot. Other proposed amendments, including those clarifying personnel board restrictions, establishing a facilities department, and aligning charter language with state law (Questions 2-10), were also discussed and approved for placement on the ballot. The council also addressed a second reading of the flood zone ordinance and approved a sewer use supplemental abatement.
North Smithfield Council Sets 2026-2027 Tax Rates, Approves Option 1 Increase
The North Smithfield Town Council discussed and voted on the setting of tax rates for the 2026-2027 fiscal year. Three options were presented for increasing commercial and residential tax rates, with council members debating the impact of each option on homeowners and businesses. Ultimately, Option 1, which involved increasing both residential and commercial tax rates by 0.07 cents, was chosen. This option resulted in a residential property tax rate of approximately $11.569 per thousand and a commercial rate of approximately $17.008 per thousand. Tangible personal property tax rate remained unchanged at $43.632 per thousand. The council also briefly discussed the average cost increase for a homeowner with a $450,000 home, estimating it to be around $10 annually.
