Water Tank Roof Installed; Civic Center Exterior Work Progresses
Updates were provided on North Logan City's water capital improvement projects. The roof of the 4 million gallon tank has been installed, and scaffolding removal is expected to take about six weeks. Work has also begun on the fill line connecting to the tank from Green Canyon, which is expected to take another three weeks before work heads west. Separately, updates on the Civic Center construction were given, noting that usable topsoil from Elkridge is being used, bollards for exterior lighting are being installed, and concrete work will commence near the former library to finalize landscaping. Interior remodeling of the library is ongoing and slated for completion by late summer.
Zoning Amendments and Harvest Acres Subdivision on the Horizon for North Logan
The Planning Commission is finalizing text amendments for the 2500 North Gateway West zoning classification, which is anticipated to apply to properties west of Main Street. A public hearing on the draft language is scheduled for tomorrow, with a recommendation likely to be made to the City Council in July. Additionally, a subdivision named Harvest Acres, located at 2500 North east of 12th East, is proposed. This will be reviewed by the Planning Commission and then brought to the City Council with a development agreement.
North Logan City Plans Extensive America 250 Celebrations
The city is planning for America 250 celebrations, including banners at Walmart and Judge's Car Wash, a banner in the July 24th parade, social media posts, dinners at MAC Park and Merlin Olson Park on July 5th, and a proclamation during the July 15th City Council meeting. Pioneer Day events will also incorporate America 250 themes. A day of service is being coordinated for 9-11, with North Logan City involved in valley-wide projects. America 250 themes will also be present at Pumpkin Days, including a murder mystery dinner with a national treasure theme. Residents are encouraged to explore other potential events and celebrations.
North Logan City Approves Interim Budget with Property Tax Increase
The North Logan City Council reviewed and approved the interim budget for the fiscal year 2026-2027. This budget includes a proposed property tax increase, with 7.5% for the general fund and 10.0% for the library fund. The general fund increase is projected to generate an additional $93,812, allocated to competitive salary increases for police officers and to meet contract rate increases for the fire department. The library fund increase is projected to generate an additional $45,803, intended for new community center utilities and programs. The estimated annual increase for an average residence would be approximately $30.40, and for an average commercial property, $213.65. Public hearings will be held to allow for public comment on the proposed budget and tax increase, with the next scheduled for August 5th, 2026.
Police and Fire Departments Report on Activities and Staffing
Reports from the Police and Fire Departments were presented. The Fire Department's May report highlighted firework safety and mentioned potential Level 1 fire restrictions. They are also in the process of onboarding three new hires. The Police Department responded to 124 calls in the past week (88 in North Logan), with 55 priority and 33 non-priority calls. They conducted 56 traffic stops, resulting in 46 warnings and 10 citations. The department operated with a minimum of three officers per day for three days due to short staffing and staff vacations. Police noted an ongoing focus on e-bike issues, with approximately three to four self-initiated reports per week, and mentioned recent critical injuries statewide related to e-bike collisions.
