Township Addresses Multiple Infrastructure Projects, Traffic Flow, and Public Safety Equipment
The meeting included an update on the Main Street sidewalk work, which is complete with a final inspection scheduled with PennDOT. Bergie Mill Road will undergo travel lane adjustments, lime striping modifications, and storm water inlet reorientation by the county. The Sford Quarry project is still targeting a mid-August reopening. Sewer authority force main work is approximately three-quarters complete, with the more challenging traffic tie-in to Main Street commencing. Street sweeping by Harley'sville has been slow, with only 20% completed and 50% of the allotted time used; the township is scheduling the rental of its own street sweeper to supplement efforts. The Main Street and Huntsburgger traffic signal modernization project is progressing with foundations and conduit runs installed, and curbing/ADA ramps being worked on. PennDOT's Main Street resurfacing project from Green Lane to Culp Road is being coordinated with the traffic signal work. The centerline alignment on Main Street at Walmart is being reviewed, with plans to reinstall pavement markings according to the current signal permit. The Jacob Refe stormwater project has basins installed and is awaiting grass growth, with further work like root wad installation and coffer dam removal planned for the fall. Base repairs are being done on roads scheduled for Cape Seal and Nova Chip. Ruth Road had an inlet relocated and the area widened to improve truck turning. Inlet repairs are being performed on roads slated for Cape Seal and Nova Chip. A section of Landis Road at Moyer was milled and repaved. Stormwater adjustments and road repairs on Indian Creek Road are scheduled for the week of July 29th, with traffic detours planned via Freeman School at Salfordville to manage work near the quarry. Camera issues at the Oak and 113 intersection are being addressed, and Centra adaptive system training is scheduled for late July. The township is considering an opportunity to upgrade its bucket truck, looking at a 2014 model from Lower Marian. The county plans to proceed with the Robert's Road project this fall, with detour signs remaining in place due to liability concerns. The signal at Walmart is on default, possibly due to the ongoing work or connection issues. The 88 project is progressing slowly through engineering with Shell. The impound garage site work estimates are being gathered from contractors. Updates were given on the installation of 16 AEDs, with six deployed in patrol cars, two at the township building, and one in public works. Concerns were raised about off-road vehicle use, particularly by juveniles, with efforts to educate and potentially issue citations for repeat offenders or enforce restrictions on bike trails. There are discussions about amending ordinances to address off-road vehicle use and potentially confiscate them, similar to skateboards. The building and zoning department reported 58 permits issued in June, with no zoning hearing board applications for July. The planning commission agenda includes the Bergies Mill Road line adjustment, the 379 Main Street subdivision, and the police impound garage plan. The applicant for the 85 Township Line residential subdivision withdrew from the July agenda. The solicitor's office is working on a data center ordinance and an amendment to the LVOD ordinance for age-restricted residential development. Potential July 1st Board of Supervisors agenda items include the Zero Hoffman Road subdivision, the Burkey's Mill Road lot line adjustment, and the 379 Main Street subdivision/police impound garage plan. The data center ordinance is nearing completion and will be reviewed by the county.
Open Space Committee Formation and American Flag Installation Discussed; Data Center Ordinance Progressed
Discussions were held regarding the formation of an open space committee. The committee's philosophy, structure, membership, appointment processes, powers, duties, and responsibilities are to be codified through an ordinance. Options for the committee's makeup were considered, including potentially merging it with the current trail/sidewalks committee due to overlap, or starting a new committee from scratch. The possibility of including residents and ensuring staff involvement for financial and grant expertise was discussed. Additionally, a proposal to install American flags on Main Street was discussed, with a business willing to donate flags. The process for installation, including obtaining proper permission and considering bracket types for weather resistance, was debated. The timeline for the permitting process (6-9 months) and the possibility of interim or seasonal installations were also addressed. A question was raised about a data center ordinance, with an update that it is in draft form and will undergo county review. The existing ordinance will apply until the new one is adopted.
