Lynen City Council Reviews and Discusses Compensation Increases for Executive Municipal Officers

The Lynen City Council held a public hearing and approved the final budget for the Lynen City Redevelopment Agency (RDA) for fiscal year 2027. The RDA budget includes funds for active districts, such as the 700 North CDA and Lynen Park CRA, which receive tax increment. These districts must contribute to affordable housing, a function now managed as a separate department within the RDA. The budget includes a fund balance for affordable housing, with projected ending balances for FY26 of $189,000. The RDA will pay Lynden City for administrative services as part of an inter-agency agreement.
New E-Motorcycle Regulations Highlighted Following Enforcement Efforts
During council reports, Chief Usual provided an update on criminal activity and proactive enforcement regarding e-motorcycles. New state legislation now requires e-motorcycles, like e-scooters, to be operated by individuals aged 16 and older with a motorcycle endorsement, license, registration, and insurance. The police department is addressing issues with younger riders (10-15 years old) exceeding speed limits and violating laws, particularly on the Murdoch Trail. New legislation allows law enforcement to seize these vehicles and educate parents. Helmet requirements for e-scooters have also been updated. The department emphasizes parental responsibility and is moving towards citations for repeat offenders due to reported injuries and property damage.
