Detailed Process for Selecting New Honolulu Police Chief Outlined

The committee received an informational briefing on the selection process for the next Chief of the Honolulu Police Department. The Police Commission, in collaboration with a consulting firm named Public Sector Search Consulting (PSSC), conducted a comprehensive process involving stakeholder input from various groups including city council members, staff, HPD members, and community members through surveys, focus groups, and forums. The process aimed to identify a chief with transformational and strategic leadership, modernization focus, prioritization of officer wellness, improved communication, increased community trust, and transparency. PSSC assisted in developing criteria, distributing a professional brochure, and screening applicants. The commission narrowed down candidates to six semifinalists, who were then interviewed by four panels composed of diverse stakeholders. This feedback informed the commission's evaluation, leading to three finalists. These finalists underwent media interviews and further in-depth interviews with commission members. Ultimately, David Lazar was selected as the new Chief of Police. There was discussion regarding the extent of rank-and-file officer input in the process, with council members expressing concerns that some officers felt their voices were not heard. The commission stated that efforts were made to include officer feedback through surveys and direct discussions, but acknowledged the difficulty in satisfying everyone during a change process.
