May Financial Reports Show City Operations On Track; Capital Projects Progressing
The May 2026 monthly financial reports were presented, indicating no major concerns for the city or the Hermiston Urban Renewal Agency (HURA). Both entities are 92% through the fiscal year, with revenues and expenditures meeting expectations. The capital budget for North Hermiston urban renewal has not yet been utilized, pending design and bidding for a project following the acquisition of right-of-way. General fund revenues were slightly over projection, largely due to property taxes and franchise fees. Some departments are over budget, but no issues are anticipated for the general fund. Special revenue funds, including EOTech and campground/RV projects, are on track. The regional water fund is slightly under projected revenues but remains on track due to lower-than-projected expenditures. Capital projects include the Gearhart project (intersection closed), Northwest Second Street project (equipment mobilization), a regional water system backup generator (awaiting delivery), aquifer storage and recovery (progressing well), Orchard Avenue waterline project (street closed), chlorination structure construction, Dogwood project (associated with Northwest Second Street), 10th Street Bridge project (design proceeding), East Evelyn Gravity Sewer Line construction, and lift station number seven rebuild. Sherman Park is the only general fund project awaiting bid release.
Charter Amendments to be Voted on in November 2026 Election
The council formally placed charter amendments on the ballot for the November 3, 2026 election. Mr. Smith confirmed this action officially puts the previously approved items before the voters, detailing specific pages and types of changes. Councilor Roberts commended the charter review committee for their thorough and open process, emphasizing that the decision now rests with the voters. City Council Approves Consent Agenda, Clarifies Election Data Discrepancy
The council discussed and approved consent agenda items A through J, excluding item G. Item G, concerning the certification of election results, was pulled by Councilor Roberts due to a reported discrepancy in ballot counts. Mr. Smith explained that a 'permanent limited' ballot for overseas individuals, which only includes US Senator and US Representative races, was mistakenly included in the city of Hermiston's precinct totals.
