City Council Approves Rezoning for High-Density Multifamily Development on Charles Boulevard

The City Council considered an ordinance requested by Sweet Living Capital Incorporated to rezone 14.2 acres from RA-20 Residential Agriculture to R-6 Residential High Density Multifamily. The property is located on the southern right of way of Charles Boulevard, between Signature Drive and Blue Bill Drive. Staff recommended approval, citing compliance with the horizons plan and future land use plan. The Planning and Zoning Commission had unanimously recommended approval. Concerns were raised regarding traffic impact, with Charles Boulevard projected to operate at 104% of its design ADT under the proposed zoning. The applicant's representative addressed traffic concerns by explaining DOT's future plans for widening Charles Boulevard to a four-lane road with a center median, which would reduce the projected ADT to 38% of the future design. The motion to approve the ordinance passed with a 6-0 vote.
