Goleta City Council Adopts FY 2026-27 Budget, Approves Personnel Changes and CIP Updates

The Goleta City Council adopted the Fiscal Year 2026-27 mid-cycle operating budget and capital improvement program (CIP) budget, along with approving related personnel updates and agreements. The budget includes adjustments for benefit enhancements, a proposed increase in the long-term disability benefit for executive employees, and the establishment of a new employer-paid short-term disability benefit. The council also approved a new temporary over-hiring policy and adjusted the City's GAN limit. Key personnel changes include the addition of two new positions (a housing analyst and a public works inspector) and four reclassifications, with a net fiscal impact to the general fund of approximately $138,000. The budget maintains a structurally balanced position with healthy reserves, meeting the policy target of 33% of operating expenditures. The CIP budget includes appropriations for fiscal year 2026-27, with a five-year CIP projecting an estimated unfunded amount of $75.6 million. The council also agreed to move the Jenna Drive Crosswalk Beacon and Fire Station 10 projects from the long-term to the active five-year CIP list.
